Joint Oireachtas Committee on Transport and Communications: Windscreen Replacement Standards: Discussion (6 Feb 2013)

Ann Phelan: It strikes me as strange that even though the car industry globally has concentrated on road safety over the past 25 years, we do not have international regulations on windscreens. Given that windscreens are critical to the safety of road vehicles it is strange that we are only highlighting this issue now.

Joint Oireachtas Committee on Transport and Communications: Windscreen Replacement Standards: Discussion (6 Feb 2013)

Ann Phelan: I thank the delegates for the presentation. Having only had my windscreen replaced in the past three weeks, they have me very worried. I am glad the E-mark is used to identify a proper windscreen, but I do not believe the majority of road users consider there is an issue with windscreen replacement standards. I was not aware of how significant the windscreen was to car safety in the way it...

Written Answers — Department of Health: Mental Health Services (6 Feb 2013)

Ann Phelan: To ask the Minister for Health if he will investigate the case of a child (details supplied) in County Carlow who has been in long term care since June 2009 and who has been assessed by both a consultant child and adolescent psychiatrist and by a clinical educational psychologist and psychotherapist as requiring additional therapeutic work more than four years ago and has to date received no...

Topical Issue Debate: Syrian Civil War (31 Jan 2013)

Ann Phelan: I thank the Minister of State for his reply. Ireland is dealing with the humanitarian issue for which I congratulate the Minister of State. I thank him for the increased aid to Syria. The second issue is the lack of action by the international powers. I am reminded of the saying, that the world is a dangerous place, not because of the evil that men do but because of those who stand idly...

Topical Issue Debate: Syrian Civil War (31 Jan 2013)

Ann Phelan: I thank the Ceann Comhairle for allowing me to speak on this vitally important matter. Deputy Smith and I have raised the conflict in Syria on numerous occasions. I sometimes think I am wasting my breath but at least all I can be accused of in that regard is being consistent in trying to keep the matter on the agenda. Earlier this week a further 65 to 70 people were slaughtered in Aleppo....

Order of Business (31 Jan 2013)

Ann Phelan: The Deputy is going on and on.

Order of Business (31 Jan 2013)

Ann Phelan: In view of the discussion which has taken place in the Chamber this morning on criminality, when will we have a date of publication for the legislation which will recognise that the establishment of a DNA database has a hugely significant role to play in solving crime?

Topical Issue Debate: Local Authority Housing Provision (23 Jan 2013)

Ann Phelan: I thank the Minister of State for her response and for being proactive on this issue. I am pleased she is so aware of the difficulties that exist. We must incentivise private landlords to remain engaged with local authorities so that a crisis does not develop. Many young people who are setting out in life, who may have just got their first job and are trying to establish a family home...

Topical Issue Debate: Local Authority Housing Provision (23 Jan 2013)

Ann Phelan: I am grateful to the Ceann Comhairle for the opportunity to raise this important topic. Historically, one of the prime responsibilities of a local authority was to house people who, through no fault of their own, could not afford to rent houses and apartments in the private sector and get their feet on the property ladder. Owing to the economic slowdown, the local authorities cannot afford...

Joint Oireachtas Committee on Transport and Communications: Shannon Airport: Discussion with Shannon Airport Authority (23 Jan 2013)

Ann Phelan: I welcome Ms Rose Hynes. I am delighted to see a woman at the head of the authority. Her CV is very impressive. While Deputy Ellis has touched on the military issue, was there an over-reliance on the military side of business? When business was easy, was there was a laissez-faire attitude? That may not have been the case. I am aware that Shannon Airport is very strong in the Irish...

Ann Phelan: To ask the Minister for Education and Skills following his recent announcement that an additional €3m is being allocated to the student assistance fund, if he will outline if this is being administered by the Higher Education Authority; if so, the way funding is being allocated per college/university as part of the SAF and the way a college will apply for funding for SAF if their...

Written Answers — Department of Environment, Community and Local Government: Fire Stations (16 Jan 2013)

Ann Phelan: To ask the Minister for Environment, Community and Local Government the reason the proposal for a new Fire Station for Graignamanagh, County Kilkenny as part the National Fire Appliance Fleet has not been considered under the Fire Service Capital Allocation fund, in view of the fact that the present building was built in the 1950s and is classified as substandard (details supplied) and should...
