Order of Business (15 May 2008)

Eamon Gilmore: I refer to the matter raised by Deputy Bruton, namely, the proposals by the Health Service Executive on reorganisation and reform. Will the Tánaiste confirm that the Government has received proposals from the HSE, as reported in today's edition of The Irish Times? Will she indicate when the Government will address those proposals or when it is likely to make decisions arising from them?...

Order of Business (15 May 2008)

Eamon Gilmore: Will the Tánaiste say something to help us bring down the curtain on the comedy of errors and tell us when the Minister will publish the delegation order to give the Minister of State, Deputy Mansergh, a real job?

Order of Business (15 May 2008)

Eamon Gilmore: Will there be a delegation order?

Order of Business (15 May 2008)

Eamon Gilmore: In view of what the Tánaiste said, that the next two reports of the Morris tribunal were unlikely to be received until mid-June, I ask that the Government schedule a debate on the first report. We know from experience that in the last two weeks in June, coming up to the summer recess, there will be all kinds of guillotines, emergency measures, Estimates and so on, and the matter will disappear.

[18612/08]

Irish Economy: Motion (Resumed) (14 May 2008)

Eamon Gilmore: I thank my colleague, Deputy Burton, for proposing this Labour Party motion. I thank all Members of the House for contributing to the debate. However, I regret somewhat the rather half-hearted engagement by the Government in this debate. It shows a lack of willingness on the part of Government to engage in the House on economic debate and have the Government's economic policies subject to...

Order of Business (14 May 2008)

Eamon Gilmore: Is it not the responsibility of the Minister of State, Deputy Mansergh?

Order of Business (14 May 2008)

Eamon Gilmore: He has a big future.

Corporate Procurement Plans. (14 May 2008)

Eamon Gilmore: I have one question on procurement by way of public private partnership. Is the use of such partnerships being reconsidered, particularly given the comments of the Comptroller and Auditor General in drawing attention to the fact that the rates of interest being applied for PPPs are in excess of what the Government would normally pay? In circumstances in which interest rates are increasing,...

Independent Members. (14 May 2008)

Eamon Gilmore: Question 5: To ask the Taoiseach the arrangements in place within his Department to provide assistance to certain Independent Members of Dáil Éireann; the persons who benefit from this arrangement; and if he will make a statement on the matter. [4658/08]

Independent Members. (14 May 2008)

Eamon Gilmore: The position is that the Taoiseach is following the practice of his predecessor and stating the agreements made with the Independent Deputies who support the Government will not be published and the status of the agreements is that they were agreements between the Fianna Fáil Party, or Fianna Fáil leader at the time, and the Independent Deputies. Has the content of the agreements made...

Independent Members. (14 May 2008)

Eamon Gilmore: I want to pursue the distinction between political agreements and agreements relating to public policy and expenditure. It is obvious whatever kind of political sell-out Deputy Finian McGrath did with Fianna Fáil will not be made public unless Fianna Fáil or Deputy McGrath makes it public.

Independent Members. (14 May 2008)

Eamon Gilmore: Any matter relating to public expenditure or policy is public business and should be made public. I understand what the Taoiseach has said, that the officer in his Department deals with the Independent Deputies on the basis of public policy. The matters about which they deal should be made public. That is not political, but public policy and expenditure. It is also clear from what the...

Independent Members. (14 May 2008)

Eamon Gilmore: Since this time last year when he signed up to his agreement, Deputy McGrath has said a number of things about his agreement and the commitments he received. Has he said anything publicly that is incorrect?

Independent Members. (14 May 2008)

Eamon Gilmore: Is the Taoiseach satisfied the Independent Deputies will stay bought?

Independent Members. (14 May 2008)

Eamon Gilmore: Is the Taoiseach seeking a refund?

Order of Business (14 May 2008)

Eamon Gilmore: I wish to raise with the Taoiseach two matters relating to legislation. The first is to clarify a matter that arose yesterday. Yesterday I asked about the promise made by the Minister for the Environment, Heritage and Local Government, Deputy Gormley, to introduce legislation to put a spending limit on candidates contesting the next local elections and the Taoiseach in response stated the...

Order of Business (14 May 2008)

Eamon Gilmore: On 1 April last the Government published a legislation programme for the summer session 2008. Arising from his appointment as Taoiseach and his appointment of a recycled Government, will there be any changes in that legislation programme and, if so, when will they be circulated?
