Éamon Ó Cuív: This has to do with how to resolve the issue. Were Members to table an amendment on Report Stage to the effect that horse racing need not be done by thoroughbred horses, would that then be allowed? Would it then be necessary to allow harness racing? Is it possible to get advice from the Bills Office as to whether this would be possible?
