Pat Rabbitte: I am asking for a ruling. The Ceann Comhairle has a responsibility to protect the rights of this side of the House as well as those of the Government side. Why can the Taoiseach not tell us why 12 or 13 days have elapsed since the making of the regulations? Do we still have 21 days from today to put down a motion to annul the regulations if we are so minded?
