John McGuinness: To go back to Grace, a type 2 arrangement was entered into where her disability allowance would have been paid to the foster home, and for that the foster home would give an undertaking that she would be cared for, the money would be looked after, a special account would be opened and so on. Was that type 2 arrangement entered into by the health board or the HSE at the time?
