Donie Cassidy: Senator Carroll referred to the pipe bands competition attended by 10,000 in the North of Ireland, and support for culture across the island. As Senator O'Toole and others working in education know, there is a policy in the North of Ireland whereby every student is given an opportunity to play a musical instrument. We should also consider having such a policy down here.
