Paul Gavan: I will address the amendment. At the heart of this amendment is fairness. Right now, because this is not a 100% redress scheme, there is a shortfall. The point of this amendment is to ensure that if a legal case is taken, that shortfall can be made up. It is pure fairness. People watching this debate are waiting to see if the Government is going to listen, in any way, to their concerns....
