James Bannon: Yes. A person should get something when he or she is facing destitution. I have spoken to people from the Society of St. Vincent de Paul who tell me it is a serious problem and that they must try to supplement people with food and so on when they are waiting for their appeal to be processed. That is not good enough in this day and age and it is a serious problem in some parts of the country.
