Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: They are suggestions.

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: Positions are not advertised.

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: If we introduce reforms, they will be in place for the next Government.

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: There is no such thing as an ordinary housewife.

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: I thank my colleague, Senator McHugh, for the wonderful compliment. I do not wish to boast about the reform that Fine Gael plans to introduce, but the purpose of this motion is to help to bring about such reform. I welcome the contribution of the Minister for Justice, Equality and Law Reform, Deputy McDowell. I am happy with his speech, generally speaking, although I am disappointed that he...

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: He said he favours the Government amendment—

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: —but I believe he favours the spirit of the Fine Gael motion in his heart. He certainly wants to bring about the reforms that we have suggested and I welcome that. As Senator McHugh has said, the differences between Fianna Fáil and Progressive Democrats policies were obvious tonight.

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: It is obvious that times are changing. While I welcome a number of the points made by the Minister, I would like to raise some other issues. The Minister has said that he favours retaining the inspector and the visiting committees, but I am concerned that there may be some conflict between them if they are doing the same job. I asked the Minister if he does not trust the visiting committees...

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: Perhaps I will have to rethink my position in relation to the inspector. The Minister has already taken the steps to implement some of the suggested reforms by appointing people from the county in which prisons are situated or from adjacent counties. That is a welcome development. I ask him to continue making such reforms and to publish the prisons service Bill that he states is necessary. It...

Seanad: Prison Visiting Committees: Motion. (5 Mar 2003)

Sheila Terry: Again, he is accepting one of the reforms we are suggesting and opening up the process for people who wish to serve on the committees. These people will not have to be followers or supporters of the Government. If they were all Government supporters, a good service would not be delivered and the committees would be at one regarding how things work in the prisons. The Minister called for the...

Seanad: Adjournment Matter. - Schools Building Projects. (5 Mar 2003)

Sheila Terry: I welcome the Minister of State, who was present on the last occasion I raised a matter on the Adjournment. I achieved some success on that occasion and I thank him. I hope he will be able to deliver for me again on this occasion. I seek a guarantee from the Minister of State that the school at Castaheany will be built and ready to accept pupils in September 2004. The people of Little Pace...

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: It is unfortunate that we are here at this hour this morning.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: It just goes to show how seriously we are treating the issue. The publication of this Bill is a sad day for democracy and for Irish politics. It denies people the rights they had under the 1997 legislation to get the information they seek without hindrance.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: I accept that but new fees will be imposed under this Bill. People will now have to pay for information. Those fees were not part of the previous Bill as I understand it.

Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

Sheila Terry: The fee is part of the Bill and we do not know where the money is going. As far as I am concerned we are dealing with further stealth taxes. Another serious aspect of the legislation concerns the release of Cabinet information after a period of ten years rather than five. There may not be much difference but is this being introduced so that the present Government will not have to release...

Seanad: Order of Business. (19 Feb 2003)

Sheila Terry: I ask the Leader to arrange for the Minister for Justice, Equality and Law Reform to attend the House to debate the issue of equal pay for women. At a recent conference Niamh Crowley of the Equality Authority and Gráine Healy of the National Women's Council of Ireland spoke about the lack of enforcement of the legislation in this area. They pointed out that women were getting 30% less than...

Seanad: Criminal Law (Insanity) Bill 2002: Second Stage. (19 Feb 2003)

Sheila Terry: I welcome the Minister who is spending a lot of time here. I welcome the Bill which is long overdue. I enjoyed the history lesson given by the Minister. The Bill sets out to bring our outmoded laws on insanity into the modern era and to affirm and codify Irish common law decisions on criminal insanity. It provides for comprehensive treatment, both legally and medically, for those whose mental...

Seanad: Cancer Screening Programme: Motion. (19 Feb 2003)

Sheila Terry: The Senator only thinks they are important.

Seanad: Cancer Screening Programme: Motion. (19 Feb 2003)

Sheila Terry: I thank the Minister for coming and his presentation. The screening programme for breast cancer provides diagnosis and primary treatment for women between the ages of 50 and 64 years. I have benefited from such screening and have an appointment shortly for a second screening. While I appreciate what has been done and do not want to criticise Fianna Fáil and the Government, I fully support...

Seanad: Order of Business. (18 Feb 2003)

Sheila Terry: I read in the newspapers this morning that a young boy of 11 or 12 years was let go by a judge yesterday because there was no place in which to detain him. Will the Leader invite to the House the Minister for Justice, Equality and Law Reform to debate this issue? The young boy was described as being "out of control". I do not know whose words those are but for a young boy of 11 or 12 years to...
