Michael Lowry: My understanding is that several of these taxis have to leave the concourse. They cannot collect a passenger. Mr. Waldron is saying it is illegal for them to stop. If there are not sufficient taxis there, does it make sense for somebody from another country to see taxis floating around and passing through the airport and not be able to get on?
