- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)
Kieran O'Donnell: There is a six-year period in which the bondholders could be repaid. In six years' time, could the bondholders make a decision to sell the portfolio being managed by Pepper to a fund?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)
Kieran O'Donnell: I would like to give reassurance to the mortgage holders who will be subject to this mechanism via Glenbeigh and being managed by Pepper that their loans will be worked out. Pepper is an Irish-based fund. It is one of the funds that has experience in this area; it is providing mortgages.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)
Kieran O'Donnell: I want to know about consumer protection in the long-term. This is being put forward as a long-term vehicle. I want to know how it will manifest.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Sale of Permanent TSB Mortgage Loans: Discussion (6 Dec 2018)
Kieran O'Donnell: The biggest concern is that there is a perception among the public that many of the funding vehicles are themselves borrowing in the short-term. They are borrowing money to buy loans. The appeal of this is that the money being put in appears to be long-term in nature. If they are worked out in the long term by Pepper, it squares the circle but, if they are sold on to another fund within a...
- Seanad: Commencement Matters: State Airports (6 Dec 2018)
Kieran O'Donnell: I thank the Minister for Transport, Tourism and Sport, Deputy Ross, for taking time out of his extremely busy schedule to accommodate me with this Commencement matter. As he is aware, I have raised previously the issue that Shannon Airport is the only international airport in the country without a European hub. I am framing this debate specifically in the context of Brexit. Shannon...
- Seanad: Commencement Matters: State Airports (6 Dec 2018)
Kieran O'Donnell: I thank the Minister. I welcome his commitment to examine the proposal submitted to his Department last Friday by Shannon Group on the need for a strategic route development fund as a contingency plan in the context of Brexit. This is about contingency planning now but it may become a reality very soon. In that regard, it is about preparation. We cannot have a situation arising where the...
- Seanad: Order of Business (5 Dec 2018)
Kieran O'Donnell: Someone in Roscommon may miss it as well.
- Seanad: Order of Business (5 Dec 2018)
Kieran O'Donnell: At times the Seanad has the opportunity to debate issues of national importance on a forum basis. I am now finding that the issue of climate change affects every facet of society, including the dairy industry and business. We are looking to decrease our carbon footprint. I ask the Cathaoirleach and the Deputy Leader to look at doing what we did on Brexit, that is, to hold a day forum...

- Seanad: Finance Bill 2018: Committee Stage (5 Dec 2018)
Kieran O'Donnell: High-street bookmakers have approached Members in respect of the betting levy.I very much welcome the fact that the Minister is committed to carrying out a review. I would expect there will be engagement between the finance committee and the representative bodies to examine the measure. There are times when one needs an overarching view of a particular measure or of a particular sector....
- Seanad: Finance Bill 2018: Committee Stage (5 Dec 2018)
Kieran O'Donnell: By way of observation, we could have an unintended consequence with this measure in that it may bring about an increase in rents. If one is giving tax relief one may find it being exploited with rents being increased. Furthermore, the supply issue is the key one in dealing with rents. The whole issue of rent pressure zones is an evolving one that has to be reviewed on an ongoing basis to...
- Seanad: Consumer Protection (Regulation of Credit Servicing Firms) Bill 2018: Second Stage (5 Dec 2018)
Kieran O'Donnell: I welcome the Minister of State to the House to discuss this Bill, which is welcome. I acknowledge his commitment that when the Bill goes through, a commencement order will be signed as quickly as possible. It should brought through the House as quickly as possible. If possible, we should deal with the other sections of the Bill within the time available. There was a weakness in that the...
