County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (Resumed) (6 Feb 2014)

Denis Naughten: I welcome the opportunity to speak on this Bill. Local businesses around the country are the backbone of the Irish economy. Approximately 80,000 such firms across the country employ an estimated 800,000 people and are putting billions of euro into the economy on an ongoing basis. Unless we can support indigenous, local companies, we will not create the numbers of jobs that we need to curb...

Topical Issue Debate: Hospital Services (5 Feb 2014)

Denis Naughten: I acknowledge that the Minister met the families and he is to be commended on that. I have three sets of questions. Why did we have to wait until yesterday for foetal blood sampling to be introduced at the sister hospital at Mullingar? With regard to the questions from Deputy Timmins, how many similar reviews have been performed in other hospitals and have the parents of the babies in...

Topical Issue Debate: Hospital Services (5 Feb 2014)

Denis Naughten: The most disgusting aspect of the debacle is that the parents were told their innocent baby was stillborn when the baby was born alive. How can any health professional stand over this? Not only does it have major implications for how the birth is treated from a legal perspective, but far more importantly, it has far-reaching consequences for the mother, who will naturally question herself....

Other Questions: Planning Issues (4 Feb 2014)

Denis Naughten: The difficulty is that the developer is left with responsibility for it because of the way the legislation is worded. Why was the reference changed from residents - that is, the people who are on the register of electors - to the legal owners? Given the amount of bureaucracy involved in proving legal ownership, would it not make more sense to use the property register as a mechanism to...

Other Questions: Planning Issues (4 Feb 2014)

Denis Naughten: 91. To ask the Minister for Environment, Community and Local Government his plans to revise the planning legislation on the taking in charge of housing developments; and if he will make a statement on the matter. [4839/14]

Other Questions: Planning Issues (4 Feb 2014)

Denis Naughten: The reason I have tabled this question is because the regulations in the legislation have changed in that previously it stated that the majority of residents could request that an estate be taken in charge. That has changed now to refer to the legal owner. Where owner-occupiers form a minority in an estate, that causes huge problems.

Other Questions: Planning Issues (4 Feb 2014)

Denis Naughten: I have raised a specific issue because section 181 of the Act was changed. It stated that the majority of the people on the register of electors could sign a petition to the local authority requesting that an estate be taken in charge but the law has been changed now to refer to the legal owners. That causes two problems. First, because of the tax designation and so forth in many parts of...

Other Questions: Planning Issues (4 Feb 2014)

Denis Naughten: I would make two points. First, the Minister of State needs to check that because she may be legally incorrect in that regard. A request has to be made by either the developer or the legal residents for the estate to be taken in charge.

Written Answers — Department of Environment, Community and Local Government: Planning Issues (4 Feb 2014)

Denis Naughten: 94. To ask the Minister for Environment, Community and Local Government the timeline for the implementation of revised planning regulations covering wind turbines; and if he will make a statement on the matter. [4838/14]
