Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Paul Coghlan: As I indicated on Second Stage, I take a similar view on this to Senator McDowell. The Joint Committee on Enterprise and Small Business is unanimous on this point. We were struck by some of the submissions we received, especially those from consumers represented by Crosscare, Combat Poverty and the Society of St. Vincent de Paul.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Paul Coghlan: I compliment the Minister of State and his officials on the manner in which they dealt with this Bill. Ireland is already a significant international jurisdiction for these funds. This legislation is necessary to allow Ireland to compete in this important marketplace. It provides much direct and indirect employment and we need the framework in place to allow it to grow and flourish. I welcome...

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Paul Coghlan: I welcome the Minister of State's amendments, which are being introduced as an enabling measure for co-operative societies. I am happy to welcome the changes, which have been approved by the Irish Co-operative Organisation Society.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Committee and Remaining Stages. (26 Apr 2005)

Paul Coghlan: For the sake of our country, economy and growth, we must put in place the strictest regime on market abuse, manipulation and insider trading. Without being specific, we are all aware of instances of what Senator McDowell alluded to as "very big boys behaving badly". We must, therefore, be very stringent and correct in our approach.

Seanad: Order of Business. (26 Apr 2005)

Paul Coghlan: Does the Leader agree that café style bars are in direct conflict with one of the key recommendations of the task force on alcohol, as referred to by Senator Tuffy? The task force recommends a restriction on the number of outlets selling alcohol but the introduction of café style bars will make alcohol more readily available. I note that a very eminent member of the legal profession has...

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: I will not mention any sporting bodies but will acknowledge the input of my neighbour, Mr. Seán Kelly, in an historic decision.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: I did not do so.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: I am naming no one. As we are all in a certain frame of mind, I congratulate our colleague Senator Ross. He has been a challenging Senator and unafraid to take on any issue.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: Both. He was challenged but challenged in return. We must admire him for this. He did not draw back and was not afraid to say——

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: I wish the Leader well in her quest.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: That is quite a cauldron and I wish her well. There has been news in regard to the Great Southern Hotels group.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: The Minister for Transport, Deputy Cullen, went on the record in County Kerry but will the Leader arrange for him to go on the record in this House? As reported on the front page of The Kingdom of 19 April 2005, he stated the hotels are not for sale and that this is not on the Government's agenda.

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: When will the Government get off the fence? Is this statement definitive? Only the Minister is backing this approach. I would appreciate it if the Leader could arrange for such a debate. The Leader and I had an understanding recently——

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: ——on opinion polls. We share a certain view——

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: ——as the Leader explained that the Longford Leader carried her view. A proper count is important. I am seeking that the Minister for the Environment, Heritage and Local Government ensures there is a proper count of the native red deer herd in Killarney in south County Kerry. There is continuing talk of a cull but the last thing we in that part of the country wish to see is an...

Seanad: Order of Business. (19 Apr 2005)

Paul Coghlan: The Senator is welcome to visit Dinis where there are many red deer. I know people have written to the Minister and it has been acknowledged. I call on the Minister to come to the House to discuss the issue. Perhaps I should table an Adjournment matter.

Seanad: Investment Funds, Companies and Miscellaneous Provisions Bill 2005: Second Stage. (14 Apr 2005)

Paul Coghlan: I welcome the Minister of State to the House and thank him for his overview of the Bill. From a standing start in 1989 Ireland has developed into a significant international jurisdiction for the domicile and administration of international investment funds and is now recognised as one of the leading international fund jurisdictions. It is worth noting just how valuable the investment funds...
