David Cullinane: In the context of a large Department, €1 million may be a small amount and may not be a deterrent. On enforcement, can the commission direct a Department to cease doing something? I imagine she can. If it does not cease doing something she has said it should not do, is the only option open to her the fine of up to €1 million?
