Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)

David Norris: I move: That leave be granted to introduce a Bill entitled an Act to provide for a tort of violation of privacy; and to provide for matters connected therewith.

Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)

David Norris: I move: "That the Bill be taken in Private Members' time." I seek that this Bill be taken next Wednesday during Private Members' time at 11.45 after the Order of Business. The Bill was promised as a counterbalance to the Defamation Bill passed some years ago, which Bill substantially weakened the defences of private individuals against invasions of privacy by the media.

Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)

David Norris: I understood from the Bills Office that I was expected to make a 30-second explanation. That is the written instruction I have from that office. It is helpful to my colleagues to know the background. The Bill is almost identical to one produced in 2006 by a previous coalition Government. It is also virtually identical to one on the Order Paper in the name of the Government. I expect...

Seanad: Privacy Bill 2012: First Stage (22 Mar 2012)

David Norris: I thank the House for its efficiency. In particular, I am thankful for the assistance given by officers provided through the Bills Office in making the various tweaks to the Bill. This is a new development, for which the Leader is responsible. It makes Seanad Éireann much more amenable to the introduction of legislation and should be welcomed.

Seanad: Order of Business (22 Mar 2012)

David Norris: I propose an amendment to the Order of Business that No. 17 on today's Order Paper be taken before No. 1, which amendment I understand will be seconded by Fianna Fáil. I call on the Leader to find a method of conveying to the Papal Nuncio here our concern, on a humanitarian basis, in regard to a report which appeared in yesterday's edition of The Irish Times, by which I was thunderstruck....

Seanad: Order of Business (22 Mar 2012)

David Norris: The Opposition does not want to pay any debt which the people did not incur.

Seanad: Order of Business (22 Mar 2012)

David Norris: If the Government wants to repay other people's debt off it goes.

Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)

David Norris: On a point of order, since the human and mechanical inadequacies of the voting system are now apparent to every person in the Chamber, can we revert to the more social method of walking through the lobbies which is very clear?

Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)

David Norris: As it might antagonise my colleagues, I will not do so. However, it might be no harm if we were to do so, as it would give us an opportunity to exercise.

Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)

David Norris: This time the Independents are in the clear.

Seanad: Mental Health Services (21 Mar 2012)

David Norris: I welcome the Minister of State, but I doubt I will welcome what she has to say in her prepared speech. This issue concerns once again the continued asset stripping of community resources, particularly from rural areas. I have raised a number of these issues in the past with various Governments, including the issue of the Bethany homes in Carlow - also the location of the issue I am raising...

Seanad: Mental Health Services (21 Mar 2012)

David Norris: I thank the Minister of State. Of course, I welcome the €35 million and I complimented the Minister of State on the savings in the Bill discussed earlier. She is a very good stand in-----

Seanad: Mental Health Services (21 Mar 2012)

David Norris: I am warming up.

Seanad: Mental Health Services (21 Mar 2012)

David Norris: The Minister of State is a very good stand in for the Minister of State, Deputy Kathleen Lynch, whose speech she read. I know all about A Vision for Change and remember when it was produced. I read it and discussed it with some of the people who were looking for it. However, it has not been fully implemented. It has been partially implemented in order to save money. The Minister of...

Seanad: Mental Health Services (21 Mar 2012)

David Norris: These are the ones the people want. I ask the Minister of State to convey to the Minister of State, Deputy Kathleen Lynch, the needs of the community and to ask the community. The Minister of State said the plan would see the majority of patients being treated in the community by enhanced community mental health teams and newly formed this, that and the other. I simply do not believe that...

Seanad: Mental Health Services (21 Mar 2012)

David Norris: I acknowledge her absolute commitment.

Seanad: Clotting Factor Concentrates and Other Biological Products Bill 2012: Second and Subsequent Stages (21 Mar 2012)

David Norris: I welcome the Minister of State to the House. She is actively engaged in a series of areas and is already achieving results. She will have my full support and that of many other Senators in her views on alcohol sponsorship in sports. This matter needs to be tackled by someone of her mettle. I welcome the Bill. I am a surviving Member of the Seanad from the time of the lamentable situation...

Seanad: Clotting Factor Concentrates and Other Biological Products Bill 2012: Second and Subsequent Stages (21 Mar 2012)

David Norris: Perhaps they can go into the Official Report as being read.

Seanad: Clotting Factor Concentrates and Other Biological Products Bill 2012: Second and Subsequent Stages (21 Mar 2012)

David Norris: That is huge.
