Written Answers — Hospital Accommodation: Hospital Accommodation (10 May 2011)

Kathleen Lynch: During a recent visit to the region my colleague, Minister Reilly, took the opportunity to visit Clonakilty Community Hospital, to inform himself on the range of services provided at the hospital, the rationale for the reduction in long stay beds at the hospital and the potential impact of this decision. During the visit the Minister was informed of the developments which have taken place in...

Written Answers — Health Services: Health Services (10 May 2011)

Kathleen Lynch: Government policy is to enable older people to remain at home and in their communities, which is where they want to be. This is underpinned by significant investment to support older people to live at home for as long as possible through a range of community services, including home help. In some cases, where the service is approved and funded by the HSE, this may be undertaken through...

Written Answers — Mental Health Services: Mental Health Services (10 May 2011)

Kathleen Lynch: The Government is committed to reviewing the Mental Health Act 2001, implementing A Vision for Change and reforming our model of healthcare delivery. The evidence is overwhelming that a modern mental health service is best delivered in the community. In these circumstances the Government is committed to developing community-based services and in that context will ringfence €35m annually...

Written Answers — Nursing Homes Support Scheme: Nursing Homes Support Scheme (10 May 2011)

Kathleen Lynch: Under the Nursing Homes Support Scheme, individuals contribute up to 80% of their assessable income and a maximum of 5% of the value of any assets per annum towards their cost of care. The first €36,000 of an individual's assets, or €72,000 in the case of a couple, is not counted at all in the financial assessment. The scheme includes a safeguard that nobody will pay more than the actual...

Suicide Prevention: Statements (Resumed) (5 May 2011)

Kathleen Lynch: I also wish to be associated with the remarks made about Deputy Dan Neville. My first experience of Deputy Neville with regard to this issue was many years ago when someone who was unsuccessful in a suicide attempt came to Cork. Deputy Neville contacted me and between the two of us we befriended the person and did a little socialisation. Dan's record is not only with regard to prevention...

Accident and Emergency Services (3 May 2011)

Kathleen Lynch: I am taking this Adjournment matter on behalf of the Minister for Health and Children, Deputy James Reilly. The HSE has no plans to cease 24-hour emergency department cover at Connolly Hospital Blanchardstown. It is incumbent on the HSE to make the best use of available resources to meet the needs of the population served. In doing so it must consider a range of factors, including changes...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: We are back to the argument with regard to whether there should be a governing board. If there is such a board, then it cannot be the case that a committee or sub-committee thereof be allowed to make binding decisions. I fully accept that midwives will make the argument that theirs is a separate profession and for the first time ever this is recognised in the Bill. They will also argue...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: Due to the fact that all of these amendments are linked and as a result of the fact that we have had a fairly wide-ranging discussion in respect of them. I am not sure whether there is very much more to be said. I accept the sincerity of all parties involved but I cannot accept amendments Nos. 20 and 21.

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: I move amendment No. 22: In page 31, between lines 44 and 45, to insert the following: "(19) Where the Board establishes a subcommittee of any committee established under this section, that subcommittee may perform any of the functions of the committee concerned as if it were that committee, and every reference in this Act to that committee shall, unless the context otherwise requires, be...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: I move amendment No. 23: In page 37, to delete lines 1 to 6 and substitute the following: 33.—Section 32 shall, with all necessary modifications, apply to an employee of the Board who becomes a member of the European Parliament as that section applies to an employee who becomes a member of either House of the Oireachtas. This amendment is designed to allow employees of the board stand for...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: I move amendment No. 24: In page 38, lines 39 and 40, to delete "or a post". On Committee Stage, the provisions relating to advance nurse and midwife practitioner posts were removed. Following their removal, a number of corrections are required. Amendment No. 24 removes the reference to "post" in section 38, which relates to the fees the board may charge, and amendment No. 29 removes the...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: Before I respond to the points that have been made, I wish to inform the House that the Minister, Deputy Reilly, intends to amend the Medical Practitioners Acts to ensure all medical practitioners will have indemnity insurance. That is long overdue. I take Deputy Ó Caoláin's point about general practitioners, gynaecologists and other health professionals not being required to have...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: I have no doubt that both sides are well intentioned and hold sincere and firm views. The categories of women for whom community midwives will provide care can be addressed when we consider the criteria for a service level agreement. This issue must be considered. We cannot confine choices to women who are not at any risk. Other women also want to have choices. Community midwives are...

Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)

Kathleen Lynch: While the Leas-Cheann Comhairle goes through his briefing notes, my information is that amendment No. 8 also will be recommitted, as this is part of the same group. The Chair will need to make a decision on the matter. In recommitting on amendment No. 8, there would be no need to revert to it, as we could deal with both amendments now if the Deputy wished and the Chair agreed.
