Written Answers — Department of Health: Universal Health Insurance Provision (15 Apr 2014)

Robert Dowds: 599. To ask the Minister for Health if he will provide an overview of the UHI system; the way it will operate; his views on whether those who are currently health insurance holders will benefit from or be disadvantaged by its introduction; and if he will make a statement on the matter. [17599/14]

Written Answers — Department of Transport, Tourism and Sport: Public Transport Issues (15 Apr 2014)

Robert Dowds: 696. To ask the Minister for Transport, Tourism and Sport the efforts made to ensure public transport is accessible to those with neurological difficulties or reduced mobility; his views on the recent report on the Neurological Alliance of Ireland's survey findings that 24% of respondents reported difficulty in accessing public transport and 13% reporting having to turn down a service due to...

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: It is important that the human touch does not get lost in all of that.

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: I agree with the Deputy.

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: I apologise for not being able to attend the beginning of the meeting. In this crazy institution two committees of which I am a member can sit at the same time. That was my problem this morning. I wish to ask three questions that follow on from the recent questions posed by Deputy McDonald. Can the delegation assure me and us that all of the ordinary staff members in Rehab are paid...

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: I would appreciate some information on that matter. It would be good if the delegation can fill us in on that issue in correspondence.

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: My second question, out of three comments that I wish to make, relates to Frank Flannery's activities as a lobbyist. Perhaps my question was answered earlier and, if so, I apologise for asking the same question. Why did he lobby for Rehab? Who did he lobby? What were the successes of his lobbying?

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: We are very much at a loss due to Mr. Flannery not being here.

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: I shall make my final comment. As someone who has worked in a CRC institution I am very conscious of how the ordinary staff in the CRC institutions have been deeply hurt by what has happened. Last weekend I had a conversation with an employee of Rehab in one of its subsidiary organisations. The individual told me that he is afraid to mention that he works for Rehab, in one of its...

Public Accounts Committee: Payments to Section 39 Companies: (Resumed) Rehab Group (10 Apr 2014)

Robert Dowds: This is my absolute final question. Is there a need to decouple making significant sums of money in Rehab's work from the whole charitable sector?

Joint Oireachtas Committee on Health and Children: Sickle Cell Disease: Discussion (10 Apr 2014)

Robert Dowds: One of the things that relates to sickle cell is that many people can have a trait in it which really does not affect how they live their lives. If a couple were getting married and they wanted to check whether either of them had a sickle cell trait, how would they go about it? Would it be easy for them to get an answer to that?

Joint Oireachtas Committee on Health and Children: Sickle Cell Disease: Discussion (10 Apr 2014)

Robert Dowds: I thank Deputy Ó Caoláin for allowing me to go first and I thank the Chairman and the committee for agreeing to put this topic on the agenda. I should express my interest in this because Lora approached me some time ago and asked me to be patron of Sickle Cell and Thalassaemia Ireland. For that reason, I may know more about this than most people. If most come from where I came...

Written Answers — Department of Jobs, Enterprise and Innovation: Employment Rights Issues (10 Apr 2014)

Robert Dowds: 78. To ask the Minister for Jobs, Enterprise and Innovation if, in addition to the form published by the Workplace Relations Commission for lodging a complaint with the Equality Tribunal, a specific form or a number of forms have been provided for complaints of discrimination in employment where such complaints must be made in the first instance to a body other than the Equality Tribunal in...

Leaders' Questions (8 Apr 2014)

Robert Dowds: The Deputy could tell us for what the Taoiseach should look out.

Written Answers — Department of Finance: Tax Code (8 Apr 2014)

Robert Dowds: 152. To ask the Minister for Finance if he is considering revising the way first-time home buyers are treated in terms of stamp duty following the expiry of the exemption; and if he will make a statement on the matter. [16602/14]

Public Accounts Committee: Business of Committee (3 Apr 2014)

Robert Dowds: And they are not swinging towards compliance.

Public Accounts Committee: Business of Committee (3 Apr 2014)

Robert Dowds: It is really important that Rehab should return before the committee with all its main people, including Angela Kerins. The damage that has been done to charities by the likes of their behaviour is huge, and in the interests of that entire sector and of good governance in general, it is essential that all the relevant people should appear.

Public Accounts Committee: Business of Committee (3 Apr 2014)

Robert Dowds: I note there is a precedent in this regard. When Mr. Kiely from the CRC came before us, he had already retired from his position. There is a precedent of a former CEO coming here.

Public Accounts Committee: Business of Committee (3 Apr 2014)

Robert Dowds: I wonder whether it strays into the area that is going to be investigated anyway and that, therefore, an investigation by the Committee of Public Accounts would be in a sense unnecessary because it will be dealt with within that domain, but it is not clear at this stage exactly what it is going to investigate. That is a query I would have.

Confidence in the Minister for Justice and Equality; and Defence: Motion (Resumed) [Private Members] (2 Apr 2014)

Robert Dowds: Sectarian murders in the North.
