The Minister of State said we cannot afford it and suggested it does not work as well as they thought it might elsewhere. Marian Harkin: This is in the context of a system if it is not working. By the way, I do not see this as a failure of teachers but of a system that does not work. If the system is not working, then, perhaps, is it not time to look beyond that? That is very much the question.
