Written Answers — Water and Sewerage Schemes: Water and Sewerage Schemes (15 Jun 2010)

John Gormley: Where water services contracts are being funded under my Department's Water Services Investment Programme water services authorities are required to obtain my Department's approval at certain key stages in the process. In relation to water-main rehabilitation contracts such as those referred to in the question, the Contract Documents for the work must be approved by my Department before the...

Written Answers — Coastal Protection: Coastal Protection (15 Jun 2010)

John Gormley: My Department does not have such imagery available but I understand that Ordnance Survey Ireland (OSI) produce aerial photographs, as opposed to satellite pictures, of all of the State for the years 1995, 2000 and 2005. The OSI is expected to produce similar data for 2010.

Written Answers — Professional Registration: Professional Registration (15 Jun 2010)

John Gormley: Part 3 of the Building Control Act 2007 provides for the registration of Architects and designates the Royal Institute of Architects of Ireland (RIAI) as the registration body for the purposes of that part of the Act. I understand from the RIAI that it has recently considered the matter raised in the question and is currently revising the administrative arrangements for the registration of...

Written Answers — Pest Control: Pest Control (15 Jun 2010)

John Gormley: My Department has responsibility for regulating the use of traps, snares and nets in relation to wildlife, including pests, in accordance with the provisions of the Wildlife Acts, 1976 and 2000, and the Wildlife Act, 1976 (Approved Traps, Snares and Nets) Regulations 2003. Other traps, such as glue traps, do not meet the requirements set by these Regulations and are, therefore, illegal. I...

John Gormley: I have notified water services authorities that, subject to satisfying standard criteria, I would be prepared to approve expenditure on foot of borrowing in 2010 in respect of the water services projects and amounts indicated, as set out in the following table. Originally €141 million, an additional project since added to the list brings the total borrowing allocation to €144 million....

Written Answers — Greenhouse Gas Emissions: Greenhouse Gas Emissions (15 Jun 2010)

John Gormley: Ireland will meet its greenhouse gas emission limitation target for the purposes of the Kyoto Protocol in the period 2008-2012. In the longer-term, initially to 2020 but ultimately to 2050, significant structural change will be required across all sectors of the economy and society as a whole to achieve an effective transition to a low-carbon future. The renewed Programme for Government 2009...

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: I am pleased to have an opportunity to speak in favour of the motion. On an occasion such as this I believe we, in Leinster House, live inside a bubble because instead of addressing real issues we usually have political jousting. People are fretting about their jobs and the economy.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: The publication of the Saville report today shows that we must confront issues directly, with courage and in a timely manner. I concur with Deputy Ó Caoláin that the report is a major issue which should be debated in this Chamber. I will cut to the chase. The purpose of the Fine Gael Party's stance is to ask the Green Party and other parties to vote for a general election.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: The question I must ask the Fine Gael Party is why would we want to do that?

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: The parties opposite have described my progressive planning legislation as "Stalinist" and would like to undo it. They have also stated that they wish to repeal my animal welfare legislation.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: I am not being provocative but simply stating the facts. The parties opposite do not have any interest in protecting 32 raised bogs or in habitats. Last week, they indicated their opposition to a landscape conservation area. I also hear mutterings about civil partnership. The legislation on these issues is necessary and forms part of a progressive agenda.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: Sometimes I believe the Fine Gael Party, in particular some of its newer members, is much more comfortable with the politics of Ms Sarah Palin than those of President Barack Obama.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: I want to continue with our reform agenda. We have managed to reform the expenses regime, a long overdue measure, cap the number of junior Ministers and reduce the number of civil servants working in Ministers' offices.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: We want to go further by banning corporate donations and having a register of lobbyists. We also made two very good appointments in Professor Patrick Honohan as Governor of the Central Bank and Mr. Matthew Elderfield as Financial Regulator. We hear much about the reports published last week. I remember Deputies opposite and members of the media arguing that they would be a whitewash.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: They are not a whitewash but two incisive, hard-hitting reports which do not pull their punches.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: They clearly state that mistakes were made. The Taoiseach acknowledged the mistakes and took full responsibility. The reports also make a number of important statements which have been ignored. The report of the Governor of the Central Bank, Professor Patrick Honohan, states that Anglo Irish Bank was systemically important and the guarantee was necessary. Mr. Regling stated before an...

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: We have taken very difficult decisions and worked conscientiously at all times to ensure the most vulnerable were protected. We protected education spending as well as expenditure on homelessness and regeneration in my Department.

Confidence in the Taoiseach and the Government: Motion (15 Jun 2010)

John Gormley: We have closed the gap between rich and poor. Professor John Fitzgerald of the ESRI has stated that the measures the Government has taken have resulted in a greater transfer of wealth in the past two years than over the previous 25 years. This is something of which the Government can be proud.
