Committee on Budgetary Oversight: Local Property Tax and Commercial Stamp Duty: Department of Finance (16 Jan 2018)

Michael McGrath: Most of my questions have been answered. On the review announced today by the Minister, will there be formal terms of reference for the review?

Committee on Budgetary Oversight: Local Property Tax and Commercial Stamp Duty: Department of Finance (16 Jan 2018)

Michael McGrath: It sets out the overall direction of the review.

Committee on Budgetary Oversight: Local Property Tax and Commercial Stamp Duty: Department of Finance (16 Jan 2018)

Michael McGrath: The key line in the Minister's statement is that the review will be informed by the desirability of achieving relative stability both over the short and longer term in local property tax, LPT, payments of liable persons. Am I correct that the objective is to keep the LPT bill broadly the same? How would Mr. Hogan define "relative stability"?

Committee on Budgetary Oversight: Local Property Tax and Commercial Stamp Duty: Department of Finance (16 Jan 2018)

Michael McGrath: I take it there is a recognition that doing nothing is not an option because that would not deliver relative stability in view of the property price increases we have seen.

Committee on Budgetary Oversight: Local Property Tax and Commercial Stamp Duty: Department of Finance (16 Jan 2018)

Michael McGrath: From my reading of it, the focus is on maintenance of relative stability taking into account the recommendations of the Thornhill group which have not been implemented. As such, the suggestion of LPT being based on square footage and site value would not appear to be within the scope of my understanding of the statement made today.
