Pat Rabbitte: It is a disgraceful way to treat the Garda Síochána and a disgraceful attempt by the Minister, Deputy McDowell, and his predecessor, Deputy O'Donoghue, to blame the Garda authorities for not giving them the Carty report when in fact Mr. Noel Conroy had given them its essence. They both had it and colluded to cover it up in this House as an excuse for not conceding an inquiry.
