Once they went away from the lump sum, they were heightening the risk of an overrun because there was preliminary and design. Is that a fair assertion?

The children's hospital is much needed and there was a huge public demand at every level that it would get under way. Did that take precedence over everything else in terms of there being no further delay in getting the project under way?
