Joint Oireachtas Committee on Health: National Paediatric Hospital: Discussion (27 Oct 2016)

Louise O'Reilly: I was not asking for a list just an indication.

Joint Oireachtas Committee on Health: National Paediatric Hospital: Discussion (27 Oct 2016)

Louise O'Reilly: I know that we are under time pressure, but I am very uncomfortable with the statement made about the clinical directors. In her submission Ms O'Shea uses the words "responsible for the deaths of many children". I appreciate that she shows a lot of passion in her campaign which I fully respect, but I am extremely uncomfortable with the statement made and will tell her why. I have no...

Joint Oireachtas Committee on Health: National Paediatric Hospital: Discussion (27 Oct 2016)

Louise O'Reilly: Good morning, or good afternoon now, and I thank the witnesses for their presentations. A number of questions arise which are not specifically based on the presentations we have just heard, but are related to it. Obviously everyone supports tri-location. We all accept and believe that it is a good idea - but concerns were relayed to this committee. There was a degree of scepticism...

Joint Oireachtas Committee on Health: National Paediatric Hospital: Discussion (27 Oct 2016)

Louise O'Reilly: Before Dr. Sheehan begins, will the witnesses specifically address the issue of timing? My understanding is - and I ask the witnesses to correct me if I am wrong about this - that planning permission has not yet been received for the maternity hospital. I ask the witnesses to factor in an assumption of planning permission. We are all speaking about tri-location, but what is being proposed...

Finance Bill 2016: Second Stage (Resumed) (26 Oct 2016)

Louise O'Reilly: We are debating legislation to give effect to what can only be described as a builders' bonanza, but what Fianna Fáil has named a help-to-buy scheme. As we know, all of the available evidence points to the fact that this scheme will increase house prices and young families' level of debt, while also increasing profits for the building industry. The census figures for this year indicate...

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: I thank the delegates for attending this meeting. Mr. Doran mentioned that we need to ensure that all health professionals are being fully utilised. That would suggest that currently they are not, with which I agree. However, perhaps he would elaborate on the untapped expertise and resources currently not being utilised. I accept there will be challenges in terms of how we can best make...

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: I thank the witnesses for their attendance here this morning and their presentation. There is a great deal of talk about primary care and the need to shift in that direction. We heard evidence from colleagues of the witnesses that it is possible to manage 95% of chronic conditions in the community with the requisite supports and resources in place. That would reduce the reliance on the...

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: I thank Ms Harkin-Kelly for her presentation. It is fairly comprehensive. The question of the skill mix has arisen a number of times today, and there is general acceptance that we could do better. There is clearly a blockage, because people have been talking about this issue for a very long time. Various groups have a view on where the blockage might be. Given that we have to tackle...

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: I have a supplementary question. Mr. Mathews referenced budgets. Is there scope for savings to be made with a skills mix? I acknowledge it should not only be driven by a cost-saving measure but does Mr. Mathews see that there might be-----

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: I thank Mr. Mathews.

Select Committee on the Future of Healthcare: Health Service Reform: Representatives of Health Sector Workforce (26 Oct 2016)

Louise O'Reilly: There is clearly an issue because people are leaving. It might be the salary and it might be something else. Purchasing power figures would be useful for comparison. We can compare the basic payscales also. However, there are other factors at play. Is it career progression, staffing levels or morale? What is causing them to go? It cannot just be money.

Louise O'Reilly: I am sharing my time with Deputy Kathleen Funchion. I thank Deputy Coppinger and her party for bringing this Bill to the floor of the House. I acknowledge the work done by her and others, including some in this House, on this important issue. I do not wish to play politics with this issue because those women who are watching this will not thank us for that. This is bigger and more...
