There was no opportunity to see the e-mail, let alone put in amendments. It is unacceptable. The issue is far too important. I ask the Ceann Comhairle to address the matter in terms of allowing flexibility for Members to submit amendments...

Róisín Shortall: With respect, an hour's notice, over lunchtime when some of us were attending briefings on the issue, is not enough. We will have no choice but to vote against it. While the House should not have to divide on such an issue, it has been bungled. We should have the proper opportunity to amend the motion.
