- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: The European Commission made a call on this as well, by the way. It is looking at a planning instrument to say the overriding public interest demands that we provide offshore wind.

Micheál Martin: They are not choosing their own sites here.
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: That is not what the Deputy said or what he was talking about.
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: I assumed the Deputy was talking about the trade-off between how we designate marine protected areas and how we have offshore wind as well-----
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: -----and that is the point. The point is that there will be trade-offs. There will have to be compromises because the overall good will be served by offshore wind if we take out fossil fuels. That is to the benefit of biodiversity. It is to the benefit of climate. We have to make a call and make the hard decisions-----
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: -----and hard decisions will have to be made about this. We cannot start one week attacking the fossil fuel and energy companies one week, however, and the next week start attacking industrial offshore wind. The bottom line of the Deputy's agenda is that anything to do with industry or anyone who is about investment is bad. That seems to be the Deputy's position.

- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: We are the first Government to bring in a national marine spatial framework and marine legislation and we had the establishment of the Maritime Area Regulatory Authority, MARA. We want more marine designated areas.
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: I have a good few responses left. Will I finish them?
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: It will take two or three minutes.
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: I will just say that the Southern Staris a very august publication. However, if it is the case the headline read "Forget the climate for now", that is sounding the death knell for future and younger generations. That kind of approach is reprehensible and does not serve the young people of today.
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: I propose to take Questions Nos. 17 to 28, inclusive, together. The Cabinet committee on social affairs and equality oversees implementation of programme for Government commitments in the areas of social policy including sport, equality, arts and culture as well as children and youth affairs, and public services including matters relating to justice, policing reform and community safety....
- Ceisteanna - Questions: Cabinet Committees (11 Oct 2022)
Micheál Martin: I propose to take Questions Nos. 6 to 16, inclusive, together. The Cabinet committee on the environment and climate change oversees the implementation of the ambitious programme for Government commitments in respect of the environment and climate change. The Climate Action and Low Carbon Development (Amendment) Act 2021 sets out Ireland's key climate change commitments. It sets...
- Ceisteanna - Questions: Commissions of Investigation (11 Oct 2022)
Micheál Martin: In the first instance, the commission of inquiry is in itself a form of holding people to account. The background in Ireland is that we have a written Constitution. People have legal rights and there is the presumption of innocence and so forth, which creates a legal context, which it seems to me makes all forms of inquiry very difficult. I make that general point. Deputy Bacik is more...
- An tOrd Gnó - Order of Business (11 Oct 2022)
Micheál Martin: Overall I would favour more modular housing as another form of house building that would help with the overall housing supply. We need to broaden the types of houses we build to accommodate people. These are good quality houses.
- An tOrd Gnó - Order of Business (11 Oct 2022)
Micheál Martin: The modular houses that are being built cost up to €360,000. They are good quality houses that can last about 50 years. In the UK modular homes are being built.
- An tOrd Gnó - Order of Business (11 Oct 2022)
Micheál Martin: I have no issue with that. We need more supply. I am with the Deputy on that.
- An tOrd Gnó - Order of Business (11 Oct 2022)
Micheál Martin: I do not know the background to the entire case other than to say that such a development has a chilling effect on public debate and on democracy. Of that there is no doubt. When the national broadcaster is sued by any organisation of considerable clout and heft, obviously the national broadcaster is taking a cautious position here and because of the fear of being sued will not broadcast...
