Rory O'Hanlon: Time is allotted to the Minister at the end of this debate to respond to the points raised. It would be better for the House if the Minister did not respond to each issue as it arose because as soon as Deputy Gilmore has finished, we will move on to other Deputies who may also raise points that will need a response.
