- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)
Paul Daly: The 89 kg is the amount of nitrogen per hectare.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)
Paul Daly: I might be wrong, but I think there must be a difference here in these calculations if we have had to reduce the figure from 5 kg of nitrogen per cubic metre of slurry to 2.4 kg of nitrogen per cubic metre of slurry.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)
Paul Daly: It is very funny that it changes, and that the change is only being recognised in exported slurry. If this changes, then it changes, and in my limited knowledge of the whole science of this process, then that changes the whole calculation of the 170 kg of nitrogen per hectare per year, the 220 kg of nitrogen per hectare per year or the 250 kg of nitrogen per hectare per year and the bands....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Calculation of Methane Emissions: Discussion (20 Jul 2022)
Paul Daly: I have some questions based on what has come before. I only find one thing more confusing than scientists talking about science and that is lawyers talking about law. In that comparative context, I am coming at this matter purely from the perspective of someone who is a farmer and who represents farmers. It is the livelihoods of farmers that we are talking about, ultimately, regardless of...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Sectoral Emissions Ceilings: Discussion (20 Jul 2022)
Paul Daly: I welcome the witnesses. I have three questions, one each for Dr. Rogelj and Professor Thorne and one general question. I am aware that Dr. Rogelj contributed to a session of Climate Change Advisory Council technical budgets committee. A couple of things jumped out at me when I read the committee's report and I ask him to comment on them in light of our scenario. It was stated in the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Sectoral Emissions Ceilings: Discussion (20 Jul 2022)
Paul Daly: Deputy Carthy has covered the majority of what I was going to say. From the answers the Departments have given, they have no idea at the moment how they can achieve 22%. How in God's name can they justify 22.01% at the end of negotiations when they do not know how they will achieve 22%? They are depending on emerging sciences and technologies and tests that are only at inception stage. As...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Sectoral Emissions Ceilings: Discussion (20 Jul 2022)
Paul Daly: Through the Chair, I never mentioned anything about individual sectors or singling out sectors. I asked a simple question regarding to how the Departments propose reaching or can justify more than 22%. I am totally opposed to this sector versus sector thing that Mr. Kierans is bringing up but it was not mentioned in my contribution. This is the Oireachtas Joint Committee on Agriculture,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Sectoral Emissions Ceilings: Discussion (20 Jul 2022)
Paul Daly: Mr. Kierans keeps going on about the importance of setting ambitious targets. My point is that it is far more important to set achievable targets than to be the top kid in the class who always has his or her hand up but does not know the answer. His narrative is so obvious in terms of ambitious targets. An ambitious target is useless if it is not achievable. We need to change that...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: I welcome the witnesses this evening from the CCPC. As Senator Boyhan said, I thank them for their submission and opening statement. I have no doubt we will be taking their suggestions on board when we draw up our final report. I have enough information in that regard. I will ask the witnesses do that which is somewhat impossible - to look into the future for the purposes of debate and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: In conclusion, to go back over that again, the CCPC is maintaining responsibility for perceived or actual cartels?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: If somebody perceives a cartel in an agricultural supply chain, whatever the product might be, and I do not want to name individual areas because that can lead to outside debate, it will bypass the new body and still will go to the CCPC. Even though it is in the agriculture sector and has almost definitively been identified in layman's terms that it is 100% obvious there is a cartel, it will...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: I will finish on this. Does Mr. McHugh not think people watching the debate this evening would almost assume even by virtue of its title that the office for fairness and transparency in the agrifood supply chain, and Mr. McHugh keeps using the cartel example, that this will come under that umbrella?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: Does Mr. McHugh not see how, as I said, people watching this debate now can already say there is going to be duplication? We deal with bureaucracy as public representatives on a daily basis. I can almost envisage examples where somebody is sent to the new office and six months later, he or she will get an email saying it is actually the CCPC with which he or she should be dealing. There is...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: I thank Mr. Dillon for his detailed submission. At the moment, Retail Ireland would be working with the CCPC. How does it envisage the working relationship when the new office of fairness and transparency in the agrifood supply chain comes into being by virtue of the fact that Retail Ireland will probably still be dealing with the CCPC? We have just heard from the CCPC. From listening to...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: I will not hold Mr. Dillon to definitive numbers but approximately what percentage of Retail Ireland's membership would have direct dealings with the primary producer, particularly in the agriculture sector? I would imagine that the majority of the products that would be on the shelves of Retail Ireland's members would come via processors or larger outlet units. Would Retail Ireland have a...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: If Retail Ireland had one request regarding a change to the Bill it would like to see, what would it be?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Discussion (6 Jul 2022)
Paul Daly: Deputy Ring was indicating.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Department of Agriculture, Food and the Marine (29 Jun 2022)
Paul Daly: If the office comes up with examples of situations in which there is unfair trading, what can it do? The Minister has said he wants the office to have teeth. What is the Minister's vision for what action the office can take to address a situation where it considers someone is being abused on price or there is unfair trade?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Department of Agriculture, Food and the Marine (29 Jun 2022)
Paul Daly: It cannot, however, interfere with the pricing structure. It cannot get the victim, for want of a better word, a better price. It can penalise the retailer who was dealing unfairly but cannot influence price.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Agricultural and Food Supply Chain Bill 2022: Department of Agriculture, Food and the Marine (29 Jun 2022)
Paul Daly: I wish to go back to the issue of the powers. If a farmer makes a complaint to this new office and his complaint is upheld following an investigation, the office has the power to enforce penalties or fines. Does it have the power to make the offender compensate the aggrieved party for whatever was lost? Would a farmer just get the satisfaction of having highlighted what happened and hope...
