Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: Senator Wilson, the eminent expert.

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: I welcome the Minister to the House. As spokesperson for the Labour Party, I have listened to Fianna Fáil Members for two hours and 49 minutes putting forward amendment after amendment. Having been questioned on them, they have back-pedalled faster than one could go down a hill.

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: I know that. The Cathaoirleach has given a great deal of latitude to other Members.

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: The County Cavan model is referred to in the amendment. Will Senator Wilson indicate who was responsible for introducing the by-laws in Cavan? Was it the elected representatives or was it the executive board of the local authority?

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: The Senator should allow me to finish. If it was the elected representatives, did they knowingly and willingly impose a charge of €200 on the citizens of Cavan?

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: Am I correct in stating that Senator Wilson has indicated that they did not do so?

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: Fine. So they introduced by-laws but did not make include any financial implications in respect of them. Was it the case that because a degree of political courage would have been required in respect of implementing the charge, the elected representatives handed over responsibility for the decision to the executive board?

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (Resumed) (23 Nov 2011)

Denis Landy: I am of the view that what we have been presented with here is ridiculous. Senator Wilson was described earlier as the expert on the Cavan model. It is obvious that the Cavan model should be consigned to one of the lakes in that county because it is absolutely disastrous for the people who live there. In his expert description and analysis of the scheme, Senator Wilson neglected to mention...

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Denis Landy: I welcome the Minister. As he noted, this is an extremely important issue and legislation. I will start where Senator White left off on local authorities. Their compliance with legislation leaves much to be desired. Across the country authorities are in breach of regulations. This issue has been left to one side, yet we are going down the route of pursuing this requirement. People may...

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Denis Landy: It is very easy to provoke the Senator for some reason.

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Denis Landy: There is a lot of ground hurling going on here.

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Denis Landy: The Senator might give us his record on Northern Ireland and how his party approaches things up there. We would all be interested in hearing that.

Seanad: Community and Voluntary Sector: Statements, Questions and Answers (9 Nov 2011)

Denis Landy: I welcome the Minister to the House and I welcome the debate which represents the start to a wider debate. I agree with much of what Senator Zappone said. I approach these matters from the point of view of the citizen and not from the point of view of a sector or group. Having been involved in local government for 25 years and having also worked in the voluntary sector in a family resource...

Seanad: Community and Voluntary Sector: Statements, Questions and Answers (9 Nov 2011)

Denis Landy: On a point of order, will the questions asked during the contributions from the various speakers be dealt with now or at the conclusion of the session?

Seanad: Welfare of Greyhounds Bill 2011: Committee and Remaining Stages (9 Nov 2011)

Denis Landy: I welcome the Minister of State to the House and commend him on the work he has done. We fully support this Bill. On Second Stage I raised a number of issues with the Minister of State. One of these was to do with the carrying out of inspections and whether the required manpower would be available, as mentioned by the previous speaker, Senator Ó Clochartaigh. I also raised the issue of...

Seanad: Order of Business (27 Oct 2011)

Denis Landy: Three quarters of the Members of this House will not get an opportunity to ask any question, yet Sinn Féin will.

Seanad: Order of Business (27 Oct 2011)

Denis Landy: I did not read the document in the middle of the night and do not proclaim to be an expert on NAMA or any matter relating to negotiations. However, I read a document last night containing very good news. I want the Minister for Finance to come to his House to explain its detail. I refer to Anglo Irish Bank's selling of assets worth €3 billion in America in recent weeks. The result is...

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Denis Landy: I welcome the Minister of State. I do not intend to go back over the statistics so eloquently mentioned by other Members. It is important that this legislation has been published, as opposed to its measures being lumped in with others included in the previous legislation. There are two separate issues: the greyhound industry and the welfare of dogs are different matters. I commend the...

Seanad: Order of Business (20 Oct 2011)

Denis Landy: Yesterday, we had an excellent debate on the closure of Army barracks. It is a pity Senator Cullinane did not attend and take the opportunity-----

Seanad: Order of Business (20 Oct 2011)

Denis Landy: I do not intend to do so but what I want-----
