Joint Oireachtas Committee on Agriculture, Food and the Marine: Food Harvest 2020: Discussion with Department of Agriculture, Food and the Marine (6 Nov 2012)

Pat O'Neill: The Food Harvest 2020 targets are an aspiration. I would not say they are a dream but they are what we would all strive to achieve because that can only be good for jobs. There is confidence in the food sector; we have seen the investments being made by the Kerry Group and Glanbia. What are the implications in terms of greenhouse gases and carbon footprints, in the context of the Kyoto...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Food Harvest 2020: Discussion with Department of Agriculture, Food and the Marine (6 Nov 2012)

Pat O'Neill: My first point relates to the timescale, as raised by Deputy Heydon, and what will happen if the budget and the CAP proposals are not agreed. What must happen to ensure the CAP payments are implemented by January 2014? We have all heard that the Germans are facing a general election and Chancellor Merkel may not want the negotiations to be ongoing during that time. The final agreement on...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Food Harvest 2020: Discussion with Department of Agriculture, Food and the Marine (6 Nov 2012)

Pat O'Neill: Deputy Ó Cuív is proposing that we cap payments at either €50,000 or €100,000. He states that a payment of €100,000 is too much as there would be no incentive to go out to work; he suggested the figure be capped at €50,000. The reason I do not agree with that, and I ask the officials to take this on board, is that people in receipt of payments of the...

Seanad: Social Protection: Statements (Resumed) (24 Oct 2012)

Pat O'Neill: I welcome the Minister. While the Department of Social Protection has a role in the protection of the most needy in our society, it also has a duty of care to people in employment because people feel there is inequality in regard to the benefits some claimants get under the social welfare system which they cannot access in employment. Many Members referred to children's allowance and the...

Seanad: Order of Business (24 Oct 2012)

Pat O'Neill: I ask that a debate be arranged on the sentencing of prisoners. In this country we, as legislators, have a duty to the 99.99% of the population who are law-abiding, and we currently have a revolving door system in place in the prisons. People in this country, particularly those in rural areas, live in fear, as people who are out on bail can continue to commit offences. Moreover, people can...

Regarding all this data to be put into the system, whether from HerdPlus or through any other system, what protections are in place in terms of data protection in regard to these systems? Can anybody get into them and see what I am doing as an individual farmer? Is that information protected? In terms of data protection, how does it work in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management IT Systems: Discussion (23 Oct 2012)

Pat O'Neill: I appreciate that and that is wonderful but Teagasc has not provided special training in this respect. There are special needs assistants in the education sector. None of the Teagasc instructors have received specific training on how to deal with people with these problems.
