Seanad: Criminal Justice (Public Order) Bill 2002: Committee Stage. (20 May 2003)

Sheila Terry: I move amendment No. 9. In page 8, after line 30, to insert the following new section: "11. Any member of the Garda Síochána whether in uniform or not may enter without a warrant any place in respect of which the provisions of the Criminal Justice (Public Order) Act 2003 apply, any premises licensed under the Intoxicating Liquor Acts 1883-2000, the Registration of Clubs Acts 1908-2000, the...

Seanad: Criminal Justice (Public Order) Bill 2002: Committee Stage. (20 May 2003)

Sheila Terry: I look forward to this amendment being included in the intoxicating liquor Bill, if it is not to be included in this Bill. However, this Bill has taken some time to get to this Stage and, hopefully, will be enacted soon. We will have to go through all Stages of the intoxicating liquor Bill, so we are talking about another 12 months or so. On the basis of the time it took to get this Bill...

Seanad: Criminal Justice (Public Order) Bill 2002: Committee Stage. (20 May 2003)

Sheila Terry: May I comment on that?

Seanad: Criminal Justice (Public Order) Bill 2002: Second Stage. (15 May 2003)

Sheila Terry: I welcome the Minister. I do not intend to delay the passage of the Bill because I want to see its provisions implemented so that we can bring to order to licensees who are not managing their pubs properly and people who misbehave in pubs or on the streets. Anything that helps to improve the situation must be welcomed and, in that context, I welcome the Bill. The Minister has a huge...

Seanad: Criminal Justice (Public Order) Bill 2002: Second Stage. (15 May 2003)

Sheila Terry: The Minister made a commitment that an additional 2,000 gardaí would be provided. When will we see them, taking into account how few gardaí can be trained in Templemore at any one time? I want to see those additional 2,000 gardaí on our streets at the earliest opportunity. I want them today, if possible. I would like the Minister to speak to the House about his suggestion in regard to a...

Seanad: Criminal Justice (Public Order) Bill 2002: Second Stage. (15 May 2003)

Sheila Terry: There are vans which also sell drink in communities.

Seanad: Criminal Justice (Public Order) Bill 2002: Second Stage. (15 May 2003)

Sheila Terry: That is what I was going to say. Of course, there should not be. I presume the Bill will address this issue.

Seanad: Criminal Justice (Public Order) Bill 2002: Second Stage. (15 May 2003)

Sheila Terry: There is a great cross-over between the two Bills but certainly the vans in question should be put off the road and those involved in the business prosecuted. I welcome and support the Bill which I wish to see implemented as quickly as possible. I also want to see the other Bills, particularly the intoxicating Liquor Bill, brought before us as soon as possible in order that we can deal with...

Seanad: Order of Business. (14 May 2003)

Sheila Terry: Yesterday, the Minister for Justice, Equality and Law Reform announced that he is considering the establishment of a reserve Garda force, which would be made up of approximately 1,200 voluntary people, to patrol the streets. We have heard many proposals from the Minister recently. On each occasion the Angelus bells ring, he seems to get divine inspiration. I again ask that the Minister come...

Seanad: Order of Business. (14 May 2003)

Sheila Terry: The honeymoon is over.

Seanad: Criminal Justice (Joint Investigation Teams) Bill 2003: Second Stage. (14 May 2003)

Sheila Terry: I welcome the Minister of State for the debate on the Bill. I will make a number of points about it and I would like the Minister of State to comment on them. I would welcome any Bill to tackle the problems of organised crime and terrorism, but this Bill makes few changes to the criminal law. It simply provides a statutory basis for the way in which the joint investigation teams will be set...

Seanad: Order of Business. (13 May 2003)

Sheila Terry: I ask the Leader of the House to invite the Minister for Justice, Equality and Law Reform to this House to debate the Prison Service. I know he will be present on Thursday next for the Criminal Justice (Public Order) Bill 2002, but when the Minister was outside these Houses he was a great critic of the Prison Service. He has been in his current position for the past ten months or so and has...

Seanad: Order of Business. (16 Apr 2003)

Sheila Terry: Nobody here would dispute the success of the penalty points system. It has been a great success and responsible for saving lives but in the light of the comments made at the annual conference of the Association of Garda Sergeants and Inspectors yesterday in Galway about the inability to implement any further extension of the penalty points system, it is time the Minister for Transport came...

Seanad: Order of Business. (15 Apr 2003)

Sheila Terry: I support Senator Brian Hayes's request for a debate today on the escalating crime figures in our cities. A conference of Garda sergeants and inspectors is taking place in Galway at present. Yesterday they expressed their anger about the failure of the Minister for Justice, Equality and Law Reform to provide the 2,000 additional gardaí that were promised before the election.

Seanad: Order of Business. (15 Apr 2003)

Sheila Terry: Senator Fitzgerald is not living in the real world. He should come and live here.

Seanad: Order of Business. (15 Apr 2003)

Sheila Terry: If the Senator's son was dying in hospital, he would not say that.

Seanad: Order of Business. (15 Apr 2003)

Sheila Terry: This is a disgrace for Fianna Fáil.

Seanad: Garda Síochána (Police Co-Operation) Bill 2003: Committee and Remaining Stages. (9 Apr 2003)

Sheila Terry: I move amendment No. 4: In page 4, between lines 44 and 45 to insert the following new paragraph: "(a)a senior Garda shall sit on the interview panel,". It is not clear what the make-up of the interview panel will be. We should ensure there is a senior member of the Garda Síochana on the interviewing panel. I would like to hear the Minister of State's comments on this.

Seanad: Garda Síochána (Police Co-Operation) Bill 2003: Committee and Remaining Stages. (9 Apr 2003)

Sheila Terry: I did not intend to put the amendment between lines 44 and 45. I cannot find where it should have gone but it is certainly in the wrong place. However, it was worthwhile in that it opened up a discussion. I accept the Minister of State's point that regulations can, perhaps, be introduced to provide for the intent of the amendment. Amendment, by leave, withdrawn. Question proposed: "That...

Seanad: Garda Síochána (Police Co-Operation) Bill 2003: Committee and Remaining Stages. (9 Apr 2003)

Sheila Terry: The questions I raised on Second Stage in relation to this section have been satisfactorily answered by the Minister of State.
