- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: I am not suggesting it should have. I am not drawing Ms Gibney into that. I am just saying our society needs to say something on it and we need to demand that this never happens again. I am not criticising or implying anything here but a human rights statement from the commission is hugely important in making politicians, administrators and everyone with accountability step up to the mark....
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: I raised that with the Taoiseach last night. Obviously, people will always say the year has come and gone and we still do not have our inquiry, which is a major issue for me. It should be up and running and wide consultation should be happening. It is not good enough that it is not there when other countries are well advanced in looking at all the issues.

Fergus O'Dowd: Of course.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: What I mean is vindicating that; in other words, this will happen again if we do not make sure it does not happen.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: Another issue is families in crisis about the deaths of their relatives in care homes during this period and the refusal of the State so far to inquire into what relatives believe are the issues surrounding the deaths of their loved ones. This is a major issue.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: Could Ms Kilpatrick send me that information? That is the answer I want.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Impact of Brexit on the Divergence of Rights and Best Practice on the Island of Ireland: Discussion (29 Jun 2023)
Fergus O'Dowd: I agree that people should not have to wait. That is very good. I note the witnesses' conclusion and what they want us to do and I have no doubt we will do it. The clerk will make sure that we will raise those points at the appropriate level with vigour. I thank the witnesses for coming before the committee and answering questions.
- Written Answers — Department of Children, Equality, Disability, Integration and Youth: Residential Institutions (28 Jun 2023)
Fergus O'Dowd: 124. To ask the Minister for Children, Equality, Disability, Integration and Youth the number of reports of alleged sexual abuse of residents in designated residential disability centres that HIQA has received since 2021 directly through unsolicited concerns and through its inspection work; the breakdown on the source of the allegations; the number of said reports that HIQA subsequently...

Fergus O'Dowd: 138. To ask the Minister for Health the number of reports of alleged sexual abuse of residents in residential nursing homes that HIQA has received since 2021 directly through unsolicited concerns and through its inspection work; the breakdown on the source of the allegations; the number of said reports that HIQA subsequently reported to An Garda Síochána; and if he will make a...
- Energy (Windfall Gains in the Energy Sector) (Temporary Solidarity Contribution) Bill 2023: Second Stage (27 Jun 2023)
Fergus O'Dowd: I welcome this legislation. I welcome that the energy companies will be returning significant amounts of money to the Government, the taxpayer and indeed the people who pay for the electricity. I agree it is very late in the day, but at least it is here. No Deputy in this House would say we should not proceed with the legislation as quickly as possible now that we have it. Of course,...
- Offences against the State (Amendment) Act 1998 and Criminal Justice (Amendment) Act 2009: Motions (27 Jun 2023)
Fergus O'Dowd: I welcome this debate. It is timely and important. I am speaking primarily as Chair of the Joint Committee on the Implementation of the Good Friday Agreement and also as a Deputy from a Border constituency who lived through all of the Troubles. If anything is absolutely true, it is that the Good Friday Agreement has worked and the violence has ended. Notwithstanding the fact that more...
- An tOrd Gnó - Order of Business (27 Jun 2023)
Fergus O'Dowd: The Government's promise in the programme for Government of an end-of-life hospice unit in Drogheda was welcomed, as were the allocation of €1 million and the identification of a site at Our Lady of Lourdes Hospital. The people of Drogheda have been waiting for developments since then and I have been waiting ten weeks for a reply from the Minister for Health setting out the progress...

- Saincheisteanna Tráthúla - Topical Issue Debate: Care of the Elderly (22 Jun 2023)
Fergus O'Dowd: I thank the Minister of State and acknowledge, as I stated at the outset, her absolute commitment to her work. I support her and believe she is doing her best, but the Government is not doing enough. I wish to make that clear. Where is the commission on care that was promised in 2020? There is no sign of it. Where is the commissioner for older people? There is no sign of him or her. I...
- Saincheisteanna Tráthúla - Topical Issue Debate: Care of the Elderly (22 Jun 2023)
Fergus O'Dowd: I welcome the Minister of State, Deputy Butler, and acknowledge her interest in care of older people. My criticisms are not of the Minister of State personally but of the Government, Government policy, the lack of delivery and the lack of hope for people. At 3 a.m. on 3 April 2020, a most appalling and evil act was perpetrated upon an elderly lady who was a full-time resident in a...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (22 Jun 2023)
Fergus O'Dowd: The appalling rape of a number of women in a HSE-run nursing home has shocked the nation. Why is the Government failing to protect people? A total of 978 incidents were reported to HIQA in 2022 in relation to the care and welfare of older people in nursing homes and other institutions but HIQA has no regulatory remit to investigate or manage any of those individual complaints. The Minister...
