Michael Ring: We need clear legislation on it. The Minister has an obligation to ensure that the means of people on social welfare are protected. There is little point in the Minister giving them an increase if the private sector takes it off them. It is a problem. The same applies to the local authorities.

Michael Ring: It is the responsibility of all of Government. That is what is wrong with the local authorities. In the past 15 years my local authority has not revised the guidelines on the amount people can earn. When the Minister gives them an increase every year, the local authority takes it off them.
