Pat Gallagher: The reference to the Exchequer is a standard provision used in all Road Traffic Acts where money is received by the Garda SÃochána and specifies the arrangement for the payment and disposal of moneys for the benefit of the Exchequer under the Minister for Finance. It would be inconsistent to change the term "Exchequer", which has been in use for many years, to "State".
