- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: My questions follow up on the witnesses' appearance at the Committee of Public Accounts. The SEAI presented to the Committee of Public Accounts that it had an underspend of around 16%. That was attributed to the better energy homes scheme. The biggest chunk of the underspend related to the warmth and health well-being scheme. I can understand why the organisation was not going into homes...
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: Even on that, the EV programme got €3.5 million extra compared to the solar PV, which got €3.2 million. It was evenly balanced. In respect of EVs, I think we can all accept that anybody who is living in energy poverty is not buying himself or herself an electric vehicle.
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: Did SEAI approach local authorities? Local authorities were carrying out retrofit during Covid. Was it an option on the table for SEAI to go to local authorities and explain that it had an underspend and ask them to find a way to increase their capacity? Was that considered?
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: I also asked about the social impact assessment.
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: I also asked about income. Is SEAI taking account of the income of households and the expenditure on energy before and after retrofit?
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: Two of my questions relate to the heat study, one of which is about evolving existing policy supports to focus on existing fossil fuels in buildings. That quote can have a more significant and immediate emissions reduction impact than a fabric-first approach. Maybe it is one for Ms McCarthy to address. Will she tease out for us what exactly she means? Is that taking out the oil boiler and...
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: We are not paying out for the deep retrofit. The pilot is finished.
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: Okay. Will Dr. Byrne give the committee a breakdown of how much was paid out on that scheme and how much is continuing to be paid out?
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: I have one question on the heat pump targets. In 2021, the target was 13,000 heat pumps to be installed. Was that reached? What did we do in 2021? If we did not reach it, how are we going to fix not reaching it?
- Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)
Lynn Boylan: Okay. That is from an SEAI document.
- Seanad: An tOrd Gnó - Order of Business (31 Mar 2022)
Lynn Boylan: Before I say any more I want to quote the Republican Governor of Utah who said about the transgender community last week that, "Rarely has so much fear and anger been directed at so few." It is important to put on the record that trans rights are human rights. Today I want to speak about the decarbonisation of our energy infrastructure and the importance of energy security. We know that...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: I thank both witnesses. Mr. Heslin summed up the issue at the end in his points about Fido and the database. Fido is trying to do the right thing, but if this is not legally mandated, its competitors will not comply and then unscrupulous breeders will be driven to those databases. Does Mr. Heslin think the review of the microchip legislation needs to mandate that all the online sale...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: As for the 65%, one of the problems is that the Minister's response when we bring this up - and I have brought it up in the Seanad - is that the public need to do their homework and their research if they are going to buy a pup rather than going to a rescue. The problem, however, is that they cannot do their research because they do not know what a proper microchip number or a proper dog...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: Mr. Heslin would have no objection to the four databases having a central repository where the information would be accessible to the authorised authorities if, for example, a dog had to be reunited with its owner. A concern raised by one of the animal welfare organisations was that some microchip databases require people to phone in, which can delay reunification with the dog. If someone...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: I thank Mr. Heslin. I know I am hogging the time, but may I ask a further question? Does Dogs.ieonly use the Veripet system?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: All of the ads that are put up are verified.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: What is preventing Dogs.iefrom restricting that? Dogs.ieis a business and there are other online platforms, but given what we know about puppy farms in Ireland, why does Dogs.ienot say – at least as a marketing tool – that it will only use the verified system? Advertising that would help the public in terms of knowing where they should go.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: I have two brief questions for Mr. Savage, the first of which is on the types of breed advertised. Does Dogs.ieaccept any type of dog? If someone has pomskies and wants to advertise them for sale on its website, doesDogs.ie-----
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: I am asking about pomskies because they cannot be bred without artificial insemination. We heard about the issues around that recently. I had a quick look around the site. In one ad, there were 100 breeding bitches. Does Dogs.ieonly accept ads from a registered breeding establishment that caps the number of breeding bitches or does it accept ads from anyone?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)
Lynn Boylan: I agree. It is a great improvement on what is on some other sites. From a marketing point of view, though, would it not be better if Dogs.iewas able to pitch itself as only hosting pre-verified ads from someone with a maximum number of breeding bitches and about dogs that, due to the health and behavioural issues that affect artificially bred breeds, can only breed naturally? It would be a...
