Seanad: Nithe i dtosach suíonna - Commencement Matters: Maritime Safety (1 Mar 2023)

Tim Lombard: With the deepest respect, that reply does not do anything for us. Literally, we have no pathway and no ability to remove these wrecks that are littering our coastline. There is one at Ballycotton that is there since 2020. It is split in two at this stage and will probably be in four by the time I put down my next Commencement matter, and we will still be going nowhere. There is one in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: I welcome the witnesses. I will start with my principal argument. Mr. Carlin made a very interesting statement about the biodiversity element and he said he thinks it is going to go to 50:50 in due course because of national policy. National policy is proposing 450,000 ha between now and 2050, which is roughly 15,000 ha per year. We are now building timber frame houses at anything up to...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: It is 2050.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: I think that was in the published strategy.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: On the land use issues, peatland is one issue and there are potential derogation issues regarding nitrates and more land being required for our bovine herd. These are huge issues. Mr. Carlin mentioned that the price of land has escalated over the last few years and it is only going to go one way, which is to go up dramatically. The land is not being made again and we have what we have; we...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: It is a challenge to produce enough timber that is going to work a market in 30 years' time, given where current planting levels are at the moment. We are planting just over 2,000 ha a year. If there was a split of 50:50 based on that, in 30 years' time we would be importing the majority if not all of our timber for our construction firms.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: I am very much aware of that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: What I am trying to get is an opinion from the representatives of Coillte, as a major stakeholder in the market, on what the national policy is, and whether that will be enough to ensure that we have enough timber for our market in 30 years' time.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: I would hate to think that that message would go out but we should be concerned about the mix going in at the moment. My concern is that in 30 years' time, that mix will not have delivered for the market. That is my primary argument.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: This is my last question because I know we are under pressure for time. Coillte has a considerable portfolio of properties at its disposal. There is a part of the world close to my home called Ballymartle woods. We previously discussed the proposed sale of the woods in December and Coillte informed me that the proposal to sell the woods had been paused. Can the witnesses provide me with...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forest Policy and Strategy (Resumed): Discussion (1 Mar 2023)

Tim Lombard: Ms Hurley might correspond with me on that.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tourism Promotion (23 Feb 2023)

Tim Lombard: I welcome the Minister of State. It is wonderful to have the opportunity to discuss the issues regarding North American tourism and the marketing opportunities we have at the moment. I spent last weekend in Kinsale, and it quickly became very obvious from talking to people involved in the hotel industry and the restaurant industry that the feedback they are getting from their American...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tourism Promotion (23 Feb 2023)

Tim Lombard: I welcome the Minister of State's response. The focus of my contribution this morning was about trying to make sure the rural element of our rural towns was tied into the marketing campaign. When talking about towns like Kinsale and hotels like the Blue Haven, Actons and the Trident or the Fernhill Hotel, Clonakilty and the Celtic Ross Hotel, Rosscarbery, we have huge, wonderful complexes...

Seanad: An tOrd Gnó - Order of Business (23 Feb 2023)

Tim Lombard: I acknowledge the ambassador’s presence, which is important. I want to raise the issue about Defence Forces Reserve and where we are with the recruitment campaign that happened. A significant campaign was launched in March 2022. More than 1,000 people volunteered, which is a great sign of the enthusiasm out there to join the Reserve. People have been telling me that the Reserve was...

Seanad: An tOrd Gnó - Order of Business (22 Feb 2023)

Tim Lombard: This is not quite in a similar vein but the issues surrounding the national car test, NCT, need to be addressed by the Department of Transport. I ask the Leader to request the Minister for Transport to come to the House because of the inability of this House to put on a Commencement debate regarding NCTs. It is unbelievable that the Minister does not turn up to a Commencement debate in the...

Seanad: Report on Working Conditions and Skills Shortages in Ireland's Tourism and Hospitality Sector: Motion (22 Feb 2023)

Tim Lombard: I do not know if I will take the full eight minutes but I thank the Acting Chair for the offer. It is great to have this debate. It is very important one. I acknowledge the report of the Chairman of the Joint Committee on Tourism, Culture, Arts, Sport and Media, who is with us today. I thank the members of the committee who did all the heavy lifting in putting it together. It is a very...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy (Resumed): Discussion (22 Feb 2023)

Tim Lombard: I welcome the representatives. The meeting has been fantastic so far and the presentations were really good. The report on where we are going to go with our forestry from now until 2050 has been issued. A figure of 450,000 ha was mentioned. This is roughly 15,000 ha per year. Taking into consideration other pressures in the agriculture sector, such as those concerning the nitrates action...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy (Resumed): Discussion (22 Feb 2023)

Tim Lombard: Mr. Mike Glennon mentioned the Mackinnon report of 2019. The report published prior to that in Scotland transformed the industry. Mr. Mike Glennon went into it in detail, explaining all the subsequent reports. If the Mackinnon report's recommendations were implemented, which ones would need to be implemented straightaway so we could have a forestry programme fit for purpose and deliver on...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy (Resumed): Discussion (22 Feb 2023)

Tim Lombard: Should that not be the proposal? Do we not need to start talking about the quality of the timber? Otherwise, we will not reach the desired housing figure.
