- Seanad: Gender Pay Gap Information Bill 2019: Committee Stage (21 Jun 2021)
Fintan Warfield: I move amendment No. 37: In page 9, between lines 20 and 21, to insert the following: “(4) Failure to comply with an order granted by the Circuit Court by the person concerned would be a Category 4 offence subject to a class A fine. (5) In making regulations under this section, where an employer fails to publish the required information on more than one occasion within a five...
- Seanad: Gender Pay Gap Information Bill 2019: Committee Stage (21 Jun 2021)
Fintan Warfield: I thank Senator Higgins for seconding the amendment. As amendments Nos. 41 and 47 were ruled out of order, this will be my last contribution on Committee Stage. Amendment No. 37 is fair. We have already discussed non-compliance, consequences and whether names should be published by the Irish Human Rights and Equality Commission, which is fair. If there is a failure to publish the required...

Fintan Warfield: Yes.
- Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)
Fintan Warfield: This is significant planning legislation. I wish to put on the record that legislation as significant as this should not be pushed through the Oireachtas. I acknowledge, as others have done, that members of the Joint Committee on Housing, Local Government and Heritage received a briefing on the general scheme. It was agreed that they would not push for pre-legislative scrutiny on the basis...
- Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)
Fintan Warfield: I am sorry, I am talking. Is there no other motive? Can the Minister indicate how many and which local authorities have identified a need for provisions to allow for the extension of existing county development plans and are seeking these provisions? Has the Minister considered the Emergency Measures in the Public Interest (Covid-19) Act 2020, and orders provided under the new section...
- Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)
Fintan Warfield: I would be grateful if the Minister could elaborate on the reason behind this approach. I also have concerns about the impact that granting planning extensions will have on appropriate assessment processes and strategic environmental assessment, SEA, processes. Is it the intention of the Bill that the consideration of the appropriate assessment and strategic environmental assessment applies...

- Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)
Fintan Warfield: I do not believe it is in conflict with the Bill. Indeed, a pro-developer shared equity scheme is precisely---
- Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)
Fintan Warfield: It should never have been in an affordable housing Bill in the first place.

- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: It is interesting that I was told the very same thing from the Government benches, that this would be done and that there was no need to push for a vote, when debating my amendment on co-operatives and community housing trusts. I called a vote and it was passed.
- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: I had a question on the open market dwelling last time. I would like the Minister to explain as clearly as possible what he means by open market dwelling. I am not being in any way hostile about this. The Minister of State, Deputy Noonan, did not clarify the term for me and there was a bit of discussion in the House. Can the Minister give us a concrete example in plain English of what an...

Fintan Warfield: I have not received an answer to my question.

- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: I support the intention of the amendment. My preference and that of Sinn Féin is for a 30% cap and we will get to that amendment later. That would be incredible for ordinary people. It would be transformative that people could have roofs over their heads at a cost of 30% of their income. We need to put that wording in legislation.
- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: I move amendment No. 14: In page 32, line 12, to delete “40 years” and substitute “50 years”. I welcome the improvement on the repayment period of 30 years following the passing of amendment on Committee Stage, but I believe 50 years is better than what is currently in the Bill and what was previously in the Bill, going on a model. Going by the Vienna model,...
- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: A whole chunk of renters pay 60% of their salary every month for rent. It was mentioned that we do not need arbitrary figures. We do need a figure. In Sinn Féin's view, we need to put in the Bill the figure of 30% of what people earn and ensure that rent would not exceed this. This is the definition of affordable. That would be incredible for ordinary people. It would be absolutely...
- Seanad: Affordable Housing Bill 2021: Report and Final Stages (18 Jun 2021)
Fintan Warfield: I move amendment No. 22: In page 35, lines 28 to 31, to delete all words from and including “to” in line 28 down to and including “prescribe,” in line 31 and substitute “that is up to 30 per cent of the net income of the proposed tenant”.
