Vote 21 - Prisons (Supplementary)
Vote 22 - Courts Service (Supplementary)
Vote 24 - Department of Justice and Equality (Supplementary)
(29 Nov 2018)

Peter Fitzpatrick: To go back to my first question on Garda compensation I asked how many claims are outstanding. I also asked how much was paid out in 2018 and the Minister replied that €15 million was available and €1.8 million was surplus. I presume €13 million was paid out in compensation in 2018. Many gardaí in my area have contacted me with regard to their claims, some of...

Health (Regulation of Termination of Pregnancy) Bill 2018: Report Stage (Resumed) (28 Nov 2018)

Peter Fitzpatrick: Amendment No. 28 deals with the possibility of abortion on the grounds of disability and in particular for conditions such as Down's syndrome. For all the wrongs that have taken place in this country over the past century we can be proud of how we cherish Irish citizens born with Down's syndrome. This legislation looks as if it will bring an end to this because all the European countries...

Health (Regulation of Termination of Pregnancy) Bill 2018: Report Stage (27 Nov 2018)

Peter Fitzpatrick: I will start by giving some facts and figures and then I will explain the reason I am doing so. On 27 October 1967, abortion was passed in the UK. On 27 April 1968, abortion came into effect in the UK. From 1968 to 2014, a total of 8,745,508 abortions were performed. According to the World Health Organization, between 40 million and 50 million abortions are estimated to be taking place...

Health (Regulation of Termination of Pregnancy) Bill 2018: Report Stage (27 Nov 2018)

Peter Fitzpatrick: On a point of order, the Bills Office has made a genuine mistake. I had put my name down for 13 amendments, amendments Nos. 28, 30, 37, 38, 41, 43 to 47, inclusive, 51, 55 and 59. I would like the House to take note of them. I accept that it was a genuine mistake. I hope this does not reflect on me and that my name will be attached to these amendments.

Finance Bill 2018: Report Stage (Resumed) (22 Nov 2018)

Peter Fitzpatrick: The entire profits of the retail betting sector are in the region of €35 million per year. Doubling the tax from 1% to 2% constitutes a 100% increase which will wipe out all of the sector's profits. In the past ten years there have been 515 closures. If the 2% rate had remained in place, there would have been more. Currently, there are approximately 850 betting shops throughout the...

Written Answers — Department of Health: Medicinal Products Reimbursement (20 Nov 2018)

Select Committee on Health: Health (Regulation of Termination of Pregnancy) Bill 2018: Committee Stage (Resumed) (8 Nov 2018)

Peter Fitzpatrick: I will be supporting amendment No. 146. Information and informed consent require fair and factual information to be given to a woman before termination. That is all I want to say about No. 146. The Minister has his mind made up already and I do not think he will move on any of these amendments at all. When the Minister was speaking on amendment No. 146, he referenced a few examples in...

Select Committee on Health: Health (Regulation of Termination of Pregnancy) Bill 2018: Committee Stage (Resumed) (8 Nov 2018)

Peter Fitzpatrick: Let me speak, please. It is okay for the Minister to get examples from the UK but it is not okay for us to get examples from the UK.

Select Committee on Health: Health (Regulation of Termination of Pregnancy) Bill 2018: Committee Stage (Resumed) (8 Nov 2018)

Select Committee on Health: Health (Regulation of Termination of Pregnancy) Bill 2018: Committee Stage (Resumed) (8 Nov 2018)

Peter Fitzpatrick: The Deputy should indicate when he wishes to speak.

Select Committee on Health: Health (Regulation of Termination of Pregnancy) Bill 2018: Committee Stage (Resumed) (8 Nov 2018)

Peter Fitzpatrick: I will speak to the amendments generally first and then move them individually later. The Minister appears to think the Bill protects freedom of conscience, but that is not true. Conscientious objection appears to be provided for in the Bill, but on closer inspection, it disappears completely. Freedom of conscience is a vital human right according to the European Court of Human Rights....

Peter Fitzpatrick: Will the Minister address the issue around the obligation?

Peter Fitzpatrick: I feel that it is not in the Government's abortion plan. I am aware it was asked earlier on, but I believe the Government has left this out and overlooked it. Perhaps the Minister can tell me-----
