- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (9 May 2019)
David Norris: There is one other point I wanted to make. Senator McDowell raises the issue of the Government being in a position to select judges. The Government might think somebody was too conservative, not conservative enough, too liberal, not liberal enough and all the rest of it. I hardly think the Government is likely to advertise the fact. I am not sure if Senator McDowell is suggesting that the...
- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (9 May 2019)
David Norris: We are ad idemon that. Of course the Government will take into account these considerations and will want somebody of a more conservative or liberal bend of mind. However, they will not want to advertise this fact to the public and I am glad that Senator McDowell and I are at one on that.

David Norris: Take the English precedent and multiply by four, I understand, is the usual settlement.
- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (9 May 2019)
David Norris: I want to make a brief comment on the notion of merit. There is a certain fluidity attaching to the interpretation of the word "merit".Let me give one example. When I was lecturing in Trinity College Dublin, my lectures were always full to capacity, with students sitting all the way down the steps. People came from abroad to attend my lectures. Next door one of my very distinguished...
- Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (9 May 2019)
David Norris: It was. It is a subject on which I am an acknowledged world authority. Next door to my lectures colleagues might have been lecturing with two students in attendance. It was not my fault. I could not help it if the other lecturers could not attract students, but I was held at the merit bar for junior promotion until the provost intervened. I was quite happy to live on the lowest rung, out...

- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: I seek help on amendments to be made to legislation. We had a number of complicated Bills here recently referring to other legislation in many circumstances. These are very complex matters. I contacted the Bills Office and asked for help. In the past it used to give such help but I was told it can absolutely not do it now. The law office in the Oireachtas is supposed to help us with...
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: I do not know who is this person. He seems to have strayed in from the public area.
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: He is probably from somewhere like Cork. I agree completely with my colleague from Sinn Féin. The business with broadband has been appalling. The worst aspect of it is that the taxpayer will pay €3 billion to provide the infrastructure while at the end the taxpayer - having paid for the infrastructure - will not get it. It will go to the private company. This is sheer and...
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: What is populism?
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: I am not. I am speaking common sense.
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: Does the Senator believe in sending everything to private people-----
- Seanad: An tOrd Gnó - Order of Business (8 May 2019)
David Norris: I will certainly take great pleasure in ignoring the Leader. I heard a kind of gnat buzzing on my right-hand side but it has now gone through the window. It is utterly shocking that the taxpayer should pay €3 billion for infrastructure that it will then not even own. It will be owned by a private company. I rest my case as I am dumbfounded by this.
