Peadar Tóibín: This question also relates to mortgage arrears. I do not believe that a householder in mortgage arrears which exceed the value of the house would consider a property tax a wealth tax. Also, the banking sector does not exhibit proper competition. It is, in effect, an oligopoly, with 85% of the market in the hands of two banks.
