Pearse Doherty: I welcome the amendment. This issue was brought forward by the Minister of State on Committee Stage. The thresholds for the claim settlement amount are being increased to €40,000. In some cases, it will result in a large amount of retention, depending on the value of it. However, this is an appropriate move and I welcome the amendment.

Pearse Doherty: I welcome the fact that section 5(2) will remain in amended form, which allows for the Central Bank to issue regulations. It has that power under the Central Bank Enforcement Act 2013 and this brings clarity on any potential issue that could develop that it also has these powers in this Act.

It pares it back to just allow for the areas that are not covered by insurance contracts but are covered by the directives that have been transposed, and to deal with the face to face non-life insurance contracts.
