Kathleen Lynch: The level of funding available for the health budget in 2012 is being considered as part of the Comprehensive Review of Expenditure and annual budgetary process which is currently under way. Deliberations by the Government on the expenditure allocations for next year are likely to continue up until Budget time and it would not be appropriate for me to comment further at this stage pending...

Written Answers — Care of the Elderly: Care of the Elderly (20 Oct 2011)

Kathleen Lynch: The Nursing Homes Support Scheme is due for formal review commencing in 2012. The Scheme will be three years in operation at that stage. The reason for allowing this period to elapse is to ensure that trends and statistics will be available in order to inform this work. The review will look at the ongoing sustainability of the scheme, the relative costs of public versus private provision...

Seanad: School Staffing (19 Oct 2011)

Kathleen Lynch: Despite Senator MacSharry's lack of Irish, his enthusiasm and passion for the issue is evident. I am taking this Adjournment matter on behalf of my colleague, the Minister for Education and Skills, Deputy Ruairí Quinn. I thank the Senator for raising this issue as it affords me the opportunity to outline the position with regard to the staffing schedule for gaelscoileanna for the 2011-12...

Seanad: School Accommodation (19 Oct 2011)

Kathleen Lynch: I am taking this Adjournment matter on behalf of my colleague, the Minister for Education and Skills, Deputy Ruairí Quinn. I thank Senator Michael D'Arcy for raising the matter as it provides me with an opportunity to outline to the House the Government's strategy for capital investment in education projects and to clarify the current position in regard to the application for major capital...

Seanad: National Vision Policy (19 Oct 2011)

Kathleen Lynch: I appreciate the Senator raising the issue as it gives me an opportunity to set out the Government's thinking on it. Vision 2020 is the global initiative for the elimination of avoidable blindness. It is a joint programme of the World Health Organisation and the International Agency for the Prevention of Blindness. On a worldwide basis, it is estimated that up to 80% of blindness is...

Seanad: National Vision Policy (19 Oct 2011)

Kathleen Lynch: I have no indication that visual impairment research funding will be cut. It would be wrong to state it will be. We have several obligations with regard to disability. We have not yet signed up to the UN Convention on the Rights of Persons with Disabilities but we intend to do so. It is a process and we will continue along the road in respect of our other international obligations also....

Seanad: Diabetes Services (19 Oct 2011)

Kathleen Lynch: I thank Senator Healy Eames for raising this issue. It is estimated that there are currently between 3,000 and 4,000 children and young adults under 16 years of age with diabetes in Ireland. Over 90% have type 1 diabetes but there are an increasing number of young patients developing type 2 diabetes. The incidence of type 1 diabetes is also increasing by about 2 to 3% per year and experts...

Seanad: Diabetes Services (19 Oct 2011)

Kathleen Lynch: The clinician will be a national lead, which is important. The difficulty with diabetes is that the service has been patchy around the country. The service in Dublin has always been the best and people travel from as far as Cork. There was a huge difficulty with childhood diabetes in Cork over the past number of years. It has improved but further improvements remain to be made. Rather...

Seanad: Diabetes Services (19 Oct 2011)

Kathleen Lynch: I cannot say but, like the teams under Barry White and Martin Connor in the special delivery units, there is no deadline or timeframe. Rather, it is about rolling out the service and ensuring everyone gets the same service.

Debt Settlement and Mortgage Resolution Office Bill 2011: Second Stage (Resumed) (19 Oct 2011)

Kathleen Lynch: It is good to see Bills being introduced by Opposition Members. Some of us on these benches were engaged in that process for a long period. The debates taking place in the House this week on this Bill and the Keane report give all Members an opportunity to contribute their views on the issue of personal insolvency and mortgage indebtedness.
