Order of Business (20 Nov 2008)

Eamon Gilmore: When will we hear from the Minister for Finance about the outcome of the meeting?

Order of Business (20 Nov 2008)

Eamon Gilmore: On the health legislation, the Tánaiste has now clarified there are to be two Bills, the first of which will affect health insurance premiums in the short term. Do I understand correctly from the Tánaiste that this legislation will be before the House and that it will be put through before the end of the year? Is that the position?

Order of Business (20 Nov 2008)

Eamon Gilmore: I will follow that for a little, if I may.

Order of Business (20 Nov 2008)

Eamon Gilmore: Will the publication of the Bill occur before Christmas?

Order of Business (20 Nov 2008)

Eamon Gilmore: However, the Government does not expect to enact it before Christmas. Is that the case?

Order of Business (20 Nov 2008)

Eamon Gilmore: How will it come into effect on 1 January?

Order of Business (20 Nov 2008)

Eamon Gilmore: As I understand it, the issue here is that the Government proposes that health insurance premiums will be changed on 1 January. What the Tánaiste is saying, in effect, is that this apparently will be done without statutory authority. A Bill will be published. Presumably, it will contain a date. It will not necessarily be enacted but the insurance premiums will be changed.

Order of Business (20 Nov 2008)

Eamon Gilmore: This concerns an issue that has been before the courts on a number of occasions.

Order of Business (20 Nov 2008)

Eamon Gilmore: We now have this situation and it is reasonable to discuss it because people whose health insurance premiums are going to be changed next year will have a higher health insurance payment. The Government states that they will have to pay it from 1 January next year. It also states, first, that legislation will not be enacted to give authority to that measure, and, second, we may not even...

National Sports Campus. (19 Nov 2008)

Eamon Gilmore: Question 92: To ask the Minister for Arts, Sport and Tourism the amount of money that has been spent on the National Sports Campus at Abbotstown since the scheme's inception; if this figure included the cost associated with the planned stadium and land purchases; if this represents value for money; and if he will make a statement on the matter. Leaders' Questions (19 Nov 2008)

Eamon Gilmore: I wish to follow up on the Taoiseach's response to Deputy Kenny. Did I hear him correctly as saying the report received by the Minister for Finance from the Central Bank and the Financial Regulator arising from a study by PricewaterhouseCoopers shows that the banks were in a sound position on 30 September, when the decision was made to introduce the guarantee scheme? If that is the case,...

Leaders' Questions (19 Nov 2008)

Eamon Gilmore: I do not think the Taoiseach grasps the urgency of the situation facing small businesses and the people who work for them and who are concerned about losing their jobs. He outlined a process whereby reports from consultants are discussed by the Central Bank and considered by the Minister, business plans are submitted by the banks and decisions are made which perhaps will resolve the...

Leaders' Questions (19 Nov 2008)

Eamon Gilmore: How will that be done in the short term? The Small Firms Association has made three suggestions to Government this week. It suggested the Government should establish a small business fund. I know we no longer have a State bank by which that could be done by the State. However, the Government should find some means by which a small business fund can be established so that businesses that...

Tribunals of Inquiry. (19 Nov 2008)

Eamon Gilmore: Question 2: To ask the Taoiseach the costs accrued to date by his Department arising from the Moriarty tribunal; and if he will make a statement on the matter. [29630/08]

Tribunals of Inquiry. (19 Nov 2008)

Eamon Gilmore: Even Homer nods.

Tribunals of Inquiry. (19 Nov 2008)

Eamon Gilmore: I thank Deputy O'Caoláin for the courtesy. What the Taoiseach has just told us is astonishing. This tribunal has gone on for 11 years and I do not know how many days of public hearings it has held. A report is now being written and the Taoiseach is telling us there could be another round of public hearings some time in the new year. It is remarkable. Has any other tribunal or inquiry...

Tribunals of Inquiry. (19 Nov 2008)

Eamon Gilmore: I have two points to make. First, as I recall it, the McCracken tribunal made adverse findings and it did not beat about the bush in making these and submitting them to the Dáil. In its earlier reports, the Flood tribunal made adverse findings about people. I do not understand why the procedure the Taoiseach has outlined is being followed so rigorously in the case of the Moriarty tribunal...

Tribunals of Inquiry. (19 Nov 2008)

Eamon Gilmore: On the Taoiseach's statement that the tribunals were established by the Oireachtas and that the Oireachtas always has options open to it, does he recall that when the Moriarty tribunal had been established for a short while, an issue arose over an alleged payment made to former Minister Ray Burke? This side of the House proposed that Mr. Justice Moriarty be allowed to have another module to...

International Terrorism. (19 Nov 2008)

Eamon Gilmore: Question 5: To ask the Taoiseach if the interdepartmental group established in the aftermath of the 11 September 2001 attacks to monitor the threat of terrorist attack is still functioning; the work programme of same; and if he will make a statement on the matter. [32376/08]

International Terrorism. (19 Nov 2008)

Eamon Gilmore: Has the National Security Committee addressed the issue of dissident republican groups? Does it liaise and co-operate with the international monitoring commission in Northern Ireland in respect of that matter? What is the assessment of the National Security Committee of the threats posed by dissident republican groups, in this State or throughout the island? Would the Taoiseach consider, or...
