Paschal Donohoe: I do not know the details of the planned consultation but I imagine the OPW will want to ensure the voice of the local community is heard. When the consultation is being designed the Deputy's point will be borne in mind. Where a local community is not aware of what is happening and does not have an opportunity to have its voice heard this creates difficulties further down the line.
