Ceisteanna Eile - Other Questions: Schools Building Projects (13 Feb 2024)

Paul McAuliffe: I recently had the pleasure of attending St. Joseph's School in Finglas west with the Minister of State, Deputy Chambers, for an active school project. There was a fantastic atmosphere and a great presentation was put on by the school. However, I have to say that I was struck by some of the building issues the school has. The school has engaged with me about the issues it has with the...

Ceisteanna - Questions: Departmental Programmes (13 Feb 2024)

Paul McAuliffe: My view is that the child poverty unit and the unit dealing with the roll-out of the north-east inner city model cover much of the same work. I welcome the Cabinet’s decision today to establish a task force for Ballymun which will be chaired by John Costello, formerly of the Dublin GAA county board. I thank the Taoiseach, Deputy Varadkar, and the Tánaiste, Deputy Martin, for...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (13 Feb 2024)

Paul McAuliffe: Deputy Flaherty has covered many of the points that I want to raise. From a wider perspective, having discussed the Bill with Irish Water I know there are a number of powers it fears it may lose from the current range of powers it has. It believes the process with the local authorities is working quite well. Has the Minister of State examined any process to deal with issues such as this...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: There may be an opportunity, for example, for the DPP to bring charges or for non-employment related sanctions to be imposed, if that is the correct way of putting it.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: My question is not case specific, but whether those options are available.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: One of the issues I explored with GSOC in detail the last time it was here, was the issue of resources and its impact on the length of time investigations take. Of particular concern were those people under the age of 18 who had made a complaint. Ms Logan gave a credible and strong contribution on that occasion. I will return to that theme. Will the witnesses talk a little about the...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: I heard his contribution earlier but I was not sure he had mentioned that. I apologise.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: How long would the longest investigation take?

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: Longer than three years is a considerable length of time for an investigation, both for the person subject to it and for the complainant. I accept that those cases are the most complicated ones and so on. Are resources a significant factor in the 6% of cases or is it the complexity of the case?

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: To return to my question about those under 18, do any of the cases that are ongoing for longer than three years involve those under the age of 18?

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: Therefore, the ambition would be that not only could somebody under the age of 18 make a complaint, but that investigation or interaction might take place in a non-Garda facility and also might include non-members of the Garda Síochána.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: Okay. Does Ms Logan have a timeline-----

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: Yes. I-----

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: For the record, the reason why, obviously, the Garda would be needed in that case is because of the nature of the complainant being under the age of 18.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Paul McAuliffe: Does Ms Logan have a timeline for when that separation from or non-dependence on the Garda services will be completed?
