Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: I thank our guests for their presentation. I have some brief questions. The Minister outlined in a reply to a parliamentary question from me in March that nine counties have no domestic violence refuge. Do the witnesses know the level of demand in any of those counties or are they familiar with such data? Will they indicate what it is like for a woman to have to travel to another county...

Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: That brings me to the next question. Ms Martin mentioned that half of the places were full. We have seen the Council of Europe agree that we are way below the recommendations.

Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: Where is the bar? What would Women's Aid like to see?

Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: Ms Martin referred to access visits in respect of children. I can only imagine that a child who has witnessed domestic violence and is suddenly told he or she has an access visit might not want to go. Sometimes he or she could be dropped off or picked up late. It is traumatic for a child, I imagine. Could Ms Martin elaborate on what she said about supervised access and facilities for the...

Denise Mitchell: How many contact centres are there?

Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: Would supervised access involve social workers? What would we look for?

Joint Oireachtas Committee on Children and Youth Affairs: Women's Aid Impact Report 2018: Discussion (8 May 2019)

Denise Mitchell: According to the presentation, children have witnessed domestic violence and some have even experienced it themselves physically. If they are looking for services, are they prioritised in any way or do they join the long list?

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: I thank the witnesses for appearing before us. I have two points, the first of which is child homelessness. Nobody in this room will disagree on what needs to be done, but unfortunately it is not happening quickly enough. We need social and affordable housing. In the meantime for a child who is living day-to-day in a provision for the homeless, what can we do to make life better for that...

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: Let me ask a question about the school completion programme. Has Ms Ward found that the programme is working better than when it was within the remit of the Department of Education and Skills? It is now under Tusla, the Child and Family Agency, and the Department of Children and Youth Affairs, or has she seen a decline in service?

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: The guardian ad litemservice was touched on and a report will be published soon. Do the delegates have proposals or a further submission to make in that regard? Do they think the service has an independent identity? Is there anything they would like to see happen to enhance the service?

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: That is something that is common. Anybody we have been speaking to has raised that. They believe that is watering down the service because it is an invaluable service. As Ms Quinn said, it is representing children's voices. Does the role itself need to be enhanced? When we look at figures from different counties, appointments of guardians ad litemare made quicker in some counties. Is...

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: The last time we spoke, free travel for children during the school term was provided. Has that progressed to the summertime? Has anything changed with that considering that children will be breaking up from school in a few months and left sitting in hotel rooms, etc.? Did that progress?

Joint Oireachtas Committee on Children and Youth Affairs: Children's Rights Alliance Report Card 2019: Discussion (8 May 2019)

Denise Mitchell: It relates to the free travel for children getting to school. There was a vigorous campaign last year that children should be given it, not only at school time but over the summer period to allow families to take their children out. One is only talking about eight weeks. It is something that, when we have the Minister in, we can raise again.
