Robert Dowds: If I got something concrete in terms of a complaint, presumably I would go through the regular services before approaching the ombudsman. The ombudsman is the last resort, presumably.

Robert Dowds: The complaint was made to the Garda Síochána because the social worker was not available at the time. Obviously, I do not want to focus on that individual case, but I am curious to know the extent to which it is felt that when a complaint like that is made, it is satisfactorily resolved. The child was severely physically disabled and was not able to look after himself in the way a normal 13-year old or 14-year old would.
