Financial Resolution No. 15: General (Resumed) (5 Nov 2008)

David Stanton: I compliment Deputy Edward O'Keeffe on taking a question from an Opposition Member during the course of the debate. This is very unusual for a Government Deputy or Minister and I do not believe I have witnessed it before. It allows for proper debate in the House, which is sadly lacking.

Financial Resolution No. 15: General (Resumed) (5 Nov 2008)

David Stanton: I believed the Deputy was doing it out of respect for the procedure of the House, but that is another matter. I made the point in a debate in the House in July that inflation was the highest it had been for quite some time and that unemployment was rising rapidly. According to a report on the day in question, electricity costs were due to rise by 20%. I said we were facing a crash in the...

Order of Business (4 Nov 2008)

David Stanton: As part of the budget that was to protect the vulnerable, the Government has decided to row back on the implementation of the EPSEN Act, which was to help children with disabilities in schools. That was primary legislation. When shall we see the legislation required to roll back that Act?

Order of Business (4 Nov 2008)

David Stanton: I am sorry, but I did not hear the Taoiseach. Will he say whether the EPSEN Act is being repealed, as threatened in the budget? The Government said it would protect the vulnerable and I fail to see how rowing back on implementing the EPSEN Act does that. If we need legislation, we should see it here.

Order of Business (29 Oct 2008)

David Stanton: On a point of order, a Cheann Comhairle, does this not refer to a ministerial order, which is secondary legislation? Is it not in order to ask that in the House?

Order of Business (29 Oct 2008)

David Stanton: That is what I am asking. When will that secondary legislation be introduced?
