Seán Fleming: It is a Victorian concept and the accounting structures being presented to us every year through the appropriation accounts are based on Victorian rules. They predate independence. We will write back to Mr. Watt and ask him if he has considered the matter and if he will make the accounts more modern and more suited to a republic.
