Jennifer Carroll MacNeill: I want to talk about fifth year students who have had their education truncated this year and are going into a leaving certificate year. Has special consideration been given to how they will face their leaving certificate year having lost considerable time this year?

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: The Department is not responsible for private schools but they clearly must implement the new guidelines the same as everyone else. Has the Department liaised with representatives from private schools, particularly the primary schools?

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: Is there an organisation that represents them?

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: I wish to ask a practical question about the dropping-off and collection of children from the same family where there is either blended learning or school attendance for only a certain number of days. I ask that schools make every effort to organise drop-off and collection by siblings or grouped surnames so that a single parent, possibly a working parent, who may already have difficulty...

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: One of the very important workplace changes that we all must get used to is what Mr. Ó Foghlú alluded to earlier about adopting a different culture whereby one does not go to work if one has a runny nose or cough. Also, there must be an expectation in the workforce that it is okay for a parent to stay home when his or her child has a runny nose or cough. We will all have to adopt...

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: I thank the witnesses for their attendance today. I wish them the very best of luck with all of their hard work over the next number of weeks and hope that it goes incredibly well for everybody.

Special Committee on Covid-19 Response: Impact of Covid-19: Education – Return to School and School Transport (Resumed) (10 Jul 2020)

Jennifer Carroll MacNeill: We will suspend until 12 noon when we will meet representatives of the Migrant Rights Centre Ireland for an update on congregated settings and meat plants.

Estimates for Public Services 2020 (Resumed) (9 Jul 2020)

Jennifer Carroll MacNeill: I too offer my congratulations to the Minister and the Minister of State, Deputy McConalogue, on their deserved promotions and wish them the very best in their offices. I also congratulate and thank the previous Minister, Deputy Flanagan, and the previous Minister of State, Deputy Stanton, who worked exceptionally hard in recent years. I again highlight the issue of domestic violence,...

Written Answers — Department of Health: Hospital Data (7 Jul 2020)

Jennifer Carroll MacNeill: 826. To ask the Minister for Health the data from maternity and other hospitals relating to a reduction in the number of preterm births to date in 2020 relative to the equivalent period in previous years; if this has possible significant implications for maternal and neonatal health and related health advice; and if he will make a statement on the matter. [14349/20]

Special Committee on Covid-19 Response: Business of Special Committee (7 Jul 2020)

Jennifer Carroll MacNeill: That is fine.

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: Ten minutes.

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: I thank all of the witnesses for coming in this morning. Mr. O'Connor's professional day-to-day experience is in finding ways to finance and, indeed, refinance Ireland's debt position so that we can have the liquidity to put into supports like the temporary wage support scheme or the pandemic unemployment payment. I am sorry, but I do not know how long he has been in his position.

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: He has been there throughout the period through which our credit worthiness has been rebuilt. I ask him to comment on that body of work, how it works on a day-to-day basis and how the changing of the fiscal position informs his experience in trying to raise finance and plan for the refinancing of Ireland's debt.

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: When Mr. O'Connor says "fiscal position", he means the balance of money in and spending out, how much money we have and the deficit the Government is running on a year on year basis.

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: When Mr. O'Connor is going out and having these conversations, he has to tell Ireland's story on our behalf and has to explain what the money is for and the credibility of that. The additional money we have to borrow to fund the economy through this public health emergency is a credible use but if we were to try to borrow the same amount for an unwarranted permanent increase in current...

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: I thought it was a very interesting point that the NTMA strategically decided to take a gap year. The fact that it chose to incorporate a gap year some years out is very interesting and shows a measure of enormous confidence and good management. When was that decision made?

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: I want to ask about relative positioning versus other countries from an investor perspective. Mr. O'Connor mentioned in his statement that just five years ago Ireland was rated sub-investment grade by Moody's. I recall back in 2009 and 2010 that the perspective taken by investors on Ireland was something akin to semi-developed South American democracies. Will Mr. O'Connor give us a...

Special Committee on Covid-19 Response: Impact of Covid-19: Overall Fiscal and Monetary Position (7 Jul 2020)

Jennifer Carroll MacNeill: Clearly, we now have additional borrowing, perhaps not as much as we would have needed to borrow were it not for the cash position at the beginning of the year. I wish to ask Mr. Makhlouf about the planning for the rest of the year, perhaps not this year but into next year and the year after, in terms of recovering our fiscal position following this period of necessary spending. What is his...

Special Committee on Covid-19 Response: Impact of Covid-19: Tourism, Arts and Entertainment Sector (2 Jul 2020)

Jennifer Carroll MacNeill: I thank the officials for their attendance today. I have some questions for Ms Licken. Culture Ireland acts for abroad have been cancelled. How much money had been allocated for that in this year's budget? Where will that be spent now if artists abroad are not using it? I expect they are not, but Ms Licken might give us details on that. How do we ensure the Arts Council will be able...

Special Committee on Covid-19 Response: Impact of Covid-19: Tourism, Arts and Entertainment Sector (2 Jul 2020)

Jennifer Carroll MacNeill: When does the Department expect that will be done?
