European Council Meetings. (27 Jan 2009)

Eamon Gilmore: Question 1: To ask the Taoiseach if he will make a statement on the outcome of the special EU summit on Georgia held on 1 September 2008. [30105/08]

European Council Meetings. (27 Jan 2009)

Eamon Gilmore: It is a measure of how out of date our procedures are that this question, which was tabled in early September, has only now come around for reply. When one considers that it concerns an issue that was then a crisis, the conflict between Russia and Georgia, one sees that it is necessary to do something about how these questions are selected for reply. The EU responded quickly and effectively...

European Council Meetings. (27 Jan 2009)

Eamon Gilmore: I will see what I can do for the Taoiseach.

European Council Meetings. (27 Jan 2009)

Eamon Gilmore: I agree with the Taoiseach regarding the need for continuity in the EU response to issues like this. When a crisis happens, the level of action taken depends on the status or authority of the head of government of the member state holding the EU Presidency. How does the Taoiseach now see relations between the EU and Russia, following the crisis in Georgia? I refer in particular to the...

Anglo Irish Bank Corporation Bill 2009: Second Stage (20 Jan 2009)

Eamon Gilmore: On a point of order. Deputy Burton had submitted an amendment for Committee Stage, the purpose of which was to require the appointment of an inspector to examine the affairs of Anglo Irish Bank. While Deputy Burton was making her contribution, I was informed by the Bills Office that the amendment was out of order for Committee Stage as it was considered to be outside the scope of the Bill....

Commemoration of the Ninetieth Anniversary of the First Dáil (20 Jan 2009)

Eamon Gilmore: A Cheann Comhairle, sa tseomra seo, 90 bliain o shin, cuireadh feoil dhaonlathach ar idéalacha Éirí Amach na Cásca. Ar an láthair stairiúil seo, déanadh an réabhlóid a dhaonlathú. Don chéad uair, i stair na hÉireann, leagadh síos clár oibre polaitiúil chun an réabhlóid a thabhairt chun foirfeachta. Bhí an Clár Daonlathach i measc ornáidí na Céad Dála, clár a scríobh...

Business of Dáil (20 Jan 2009)

Eamon Gilmore: At the beginning of the session the Ceann Comhairle drew attention to a letter he had received from the Taoiseach asking him to reconvene the Dáil today. However, the Dáil should have been in session today and this week. We have serious business to deal with on behalf of the people. Since the Dáil last met, we have had the worst Exchequer returns we have ever seen. We have seen a...

Seanad: Commemoration of the Ninetieth Anniversary of the First Dáil (20 Jan 2009)

Written Answers — Garda Proceedings: Garda Proceedings (18 Dec 2008)

Eamon Gilmore: Question 14: To ask the Minister for Justice, Equality and Law Reform the steps he will take to ensure the recommendations contained in reports of the Garda Ombudsman Commission on investigations are acted upon by An Garda Síochána and the Garda Commissioner; and if he will make a statement on the matter. [46745/08]

Written Answers — Proposed Legislation: Proposed Legislation (18 Dec 2008)

Eamon Gilmore: Question 60: To ask the Minister for Justice, Equality and Law Reform when he expects to publish legislation based on his Justice for Victims Initiative; if his attention has been drawn to the concerns expressed by a group (details supplied) and set out in its report, A Better Deal: the Human Rights of Victims in the Criminal Justice System; his views on the concerns raised; and if he will...

Order of Business (18 Dec 2008)

Eamon Gilmore: I support Deputy Kenny's proposal that the House should resume on 7 January. There is no justification for it to adjourn until 27 January. As I noted yesterday, the long recesses in January go back to a time when the budget was announced at the end of January. The argument was that the Government needed time to prepare the budget. However, this no longer applies.

Order of Business (18 Dec 2008)

Eamon Gilmore: A range of things are happening. For example, the Government is only providing 65 minutes today to debate the issue of bank recapitalisation. Although the document on the economic recovery programme will be published this afternoon, the House will not have an opportunity to debate it until 27 January. Moreover, the severe cuts in the health service about which Members have heard could have...

Order of Business (18 Dec 2008)

Eamon Gilmore: On behalf of the Labour Party, I wish the Ceann Comhairle and all his staff, the staff and Members of the House and the members of the press who report our business a very happy Christmas. It is probably tempting fate to wish anybody a prosperous new year but I wish everybody the best for the new year. This session has been quite long since our return after the summer. All Deputies,...

Order of Business (18 Dec 2008)

Eamon Gilmore: Bah, humbug.

Order of Business (18 Dec 2008)

Eamon Gilmore: The dogs in the street know where it is.

Order of Business (18 Dec 2008)

Eamon Gilmore: The Labour Party is also opposed to the Order of Business for the same reasons stated by Deputy Kenny. If a major national announcement is to be made in Dublin Castle today, it should be made in the House. All major announcements of national significance are made in the House. This is where the Budget Statement is made and where the major statements on Northern Ireland have been made...

Order of Business (18 Dec 2008)

Eamon Gilmore: If we look back over the various jamborees we have had, we can take any document in recent years——

Order of Business (18 Dec 2008)

Eamon Gilmore: ——and if it has been announced in Dublin Castle, it is not worth the paper on which it is written. Where is Transport 21, for example? That was announced in Dublin Castle.

Order of Business (18 Dec 2008)

Eamon Gilmore: Where is the document on public service reform? Even the national development plan is now a work of fiction.

Order of Business (18 Dec 2008)

Eamon Gilmore: If it is announced in Dublin Castle, it is a public relations stunt.
